A new date for the beginning of the project has not been provided at this time.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The massive rebuild aims to raise the freeway above the floodplain, protect drivers during major storms, and replace the aging Houston Avenue Bridge, which has been hit more than 70 times this year by oversized trucks.<\/p>\n<p>Everything you should know about this project<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Why TxDOT is doing it<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This stretch of I-10 has flooded ten times since 1992, including during Hurricane Harvey, when water made the freeway impassable.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kristina Hadley, TxDOT Public Information Officer, said the work is long overdue.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s a $400 million project, and the purpose is to elevate the lanes from I-45 to Heights Boulevard. This area has flooded ten times since 1992, including during Hurricane Harvey, so we\u2019re raising the freeway to stop that. We\u2019ll also take down the Houston Avenue Bridge in 2027 and rebuild it under I-10 to prevent strikes,\u201d she said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When it\u2019s complete, I-10 will sit above the 100-year flood level, bringing the corridor into federal flood-mitigation compliance and keeping traffic flowing even during heavy rain.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWeather is unpredictable, but this project is a necessity,\u201d Hadley added. \u201cRaising the lanes and rebuilding the bridge is about safety \u2014 we don\u2019t want to keep seeing this area flood.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">What the project includes<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The 1.8-mile project covers I-10 from Heights Boulevard to I-45 and includes:<\/p>\n<p>Rebuilding mainlanes, HOV lanes, and the Houston Avenue Bridge.<\/p>\n<p>Replacing direct connectors to match the new elevated design.<\/p>\n<p>A two-mile, 10-foot-wide shared-use trail for walkers and cyclists along White Oak Bayou.<\/p>\n<p>Flood-control improvements to reduce closures during major storms.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It\u2019s one of the most heavily traveled sections of freeway in Texas. I-10 is the fourth-most-traveled multi-state corridor in the U.S., connecting freight, commuters, and emergency routes through Houston.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Traffic changes and closures<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Phase 1, which includes the closures, is schedule to run until mid-2026 at the very least.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Key changes include:<\/p>\n<p>I-10 Westbound: reduced to two lanes between I-45 and Houston Avenue.<\/p>\n<p>I-45 South to I-10 West connector: closed until mid-2026.<\/p>\n<p>I-10 East to I-45 North connector: closed until 2028.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Hadley says TxDOT understands the frustration.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI know it\u2019s going to be a pain for traffic, but we ask that drivers pack their patience and be mindful of our workers. We drive those roads too. We\u2019re doing this to stop flooding and protect homes and businesses,\u201d she said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Drivers say they\u2019re already feeling it<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">For people who live and work near the project, patience is already wearing thin.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">David Suba, who lives off I-10 in the Heights, says it\u2019s tough to even reach the freeway.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cCongested. It\u2019s hard to get in, hard to get out. We\u2019re kind of bottlenecked all trying to get in and out,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He\u2019s already changed his daily route.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cAbout six streets over, I usually go out to Heights Boulevard, and that gives me a good jumping-off point to the next on-ramp. If you try to get out of here, you\u2019re just blocked in. \u2026 It\u2019ll take you half an hour to get onto the feeder,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Even with the headaches, Suba hopes it\u2019s worth it.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s going to be painful. Hopefully, when we get through it, it\u2019s a better system than what we have now. \u2026 A lot of change is coming up.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Frustration on the freeway<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">One couple said cutting lanes on a major corridor doesn\u2019t make sense.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI don\u2019t mind construction if it\u2019s efficient, but cutting down two lanes through the fourth-largest city on one of the busiest freeways in the country seems ridiculous, especially with the World Cup,\u201d the couple said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">They\u2019ve also had to rethink their routes, especially along the trails in the Heights.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019ve had to change our routes, which, honestly, changing a route walking is a little bit easier than changing your route in your car. \u2026 I think the two lanes going east and west are really going to be more damaging,\u201d the couple told Turner.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">And the traffic jams, they say, are already bad.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cTraffic backs up right now, this time of day on I-45. It\u2019s been a mile, a mile and a half of people trying to get on I-10. So if they shut it down to two lanes, that\u2019s going to be three, three, four miles back up,\u201d the man said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u2018Something that needs to be done\u2019<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Despite the frustration, many agree that the work is necessary.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Steven Smith, who lives nearby, says he hears the construction from home but understands the long-term goal.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cAnd the Houston Avenue Bridge gets hit a lot and stuff like that. So, I mean, I kind of understand that. And they\u2019re working at an incredibly good pace on that. They\u2019ve got armies of people on that. I\u2019ve had to listen from my house over there to them drilling all night long. But, you know, this is something that needs to be done, I guess,\u201d Smith said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Phase 1 of the project \u2014 the two-lane traffic switch \u2014 runs through mid-2026.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Full completion is expected in 2028.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Once finished, TxDOT says the elevated I-10 will:<\/p>\n<p>Stay open during heavy rain and major storms.<\/p>\n<p>Features a reconstructed Houston Avenue Bridge and new connectors.<\/p>\n<p>Add a two-mile pedestrian and bike trail along White Oak Bayou.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">TxDOT officials say it\u2019s all part of keeping Houston\u2019s roads moving even when the rain doesn\u2019t stop.
