SAN ANTONIO \u2013 The San Antonio Police Department announced the suspect officers took into custody after a Tuesday night shooting<\/a> has been charged with murder.<\/p>\n

According to a SAPD preliminary report, Harvey Harris, 51, was arrested without incident.<\/p>\n

Officers were dispatched on a shooting call just before 5:30 p.m. Tuesday to the 4600 block of East Southcross Boulevard, near South W.W. White Road.<\/p>\n

Upon arrival, police said a 40-year-old man was found unresponsive with multiple gunshot wounds to his upper body.<\/p>\n

First responders pronounced the man dead at the scene. The victim\u2019s identity is not yet clear.<\/p>\n

Investigators determined the shooting death stemmed from a road rage incident. Authorities said Harris was taken into custody after he returned to the location.<\/p>\n

According to jail records, Harris has been charged with murder, a first-degree felony.<\/p>\n

SAPD said its investigation is ongoing.<\/p>\n

Animal cruelty charge<\/p>\n

In addition to murder, Harris was booked into the Bexar County Adult Detention Center on an unrelated cruelty to a non-livestock animal charge.<\/p>\n

Records show the animal cruelty charge, a Class A misdemeanor, occurred June 18.<\/p>\n

According to an arrest warrant obtained by KSAT, a \u201creporting party\u201d notified authorities in Kirby that a pit bull and Dalmatian were abandoned at a home in the 2400 block of Deer Grove Drive. The home\u2019s address mentioned in the affidavit matches Harris\u2019 registered address.<\/p>\n

The reporting party claimed the homeowners had moved out at least two weeks earlier and had not returned.<\/p>\n

A Kirby Police Department sergeant and an animal care officer responded to the home, the warrant states. Officers said the dogs\u2019 lives may have been in danger due to a \u201cheat advisory warning\u201d in effect.<\/p>\n

After efforts to contact the homeowner were unsuccessful, the sergeant spoke to a next-door neighbor who told him the homeowner had already moved out. The officers noted overgrown weeds, overgrown grass, trash and undrinkable water around the property, the affidavit states.<\/p>\n

According to the warrant, the animal care officer on scene described both dogs as skinny with \u201csevere\u201d cases of flea infestation. The same officer later found a third dog, a bulldog, who was \u201cvisibly skinnier\u201d than the other two dogs.<\/p>\n

\u201cHer spine, ribs and hip bones were protruding along with visible hair loss and open sores all over her body as well as a severe case of flea infestation,\u201d investigators wrote in the affidavit.<\/p>\n

The dogs, who were all underweight, have since been impounded as well as \u201ctreated with an emergency flea treatment, flea prevention, vaccinated, dewormed and fed,\u201d documents show.<\/p>\n

Court records show Harris\u2019 combined bond on both charges has been set at $300,000.<\/p>\n
