HARRIS COUNTY, Texas — Harris County, Texas, is exploring the use of artificial intelligence-equipped surveillance cameras inside the county jail to improve inmate monitoring, detect emergencies more quickly, and reduce staff workload.<\/p>\n
County officials recently issued a request for information (RFI) seeking input from companies that provide AI-enabled camera systems. The request is part of the county’s early evaluation process and is not a commitment to purchase the technology.<\/p>\n
Officials say AI-powered cameras could monitor inmate activity in real time, identify potential threats and alert staff to medical emergencies or other situations requiring immediate attention.<\/p>\n
The proposal comes as the Harris County Jail has faced years of scrutiny over inmate deaths, staffing shortages and compliance issues. The jail recently returned to compliance with the Texas Commission on Jail Standards after several years of failing to meet state requirements.<\/p>\n
For Tracy Woodson-Smith, whose son Kevin Smith Jr. died in the Harris County Jail in 2023, the technology could help prevent future tragedies.<\/p>\n
Smith said her son suffered a medical emergency while in custody. Just three weeks earlier, his uncle, Gary Wayne Smith, also died after a medical emergency at the jail.<\/p>\n
“If they already had this invented and Kevin was having an asthma attack, the AI could’ve zoomed in on him,” Woodson-Smith said. “It could’ve shown the guards something is going on.”<\/p>\n
She said that while nothing can bring her son back, she supports any effort that could help save others.<\/p>\n
“If they can do anything to prevent someone else from losing their loved one, I’m all for it,” she said.<\/p>\n
Ashesh Jain, CEO of San Francisco-based Coram AI, said AI surveillance systems are designed to supplement correctional staff by continuously monitoring areas that jail personnel cannot watch at all times.<\/p>\n
“A jail superintendent can’t be at all the places at all the time, but AI cameras can be,” Jain said.<\/p>\n
He said the technology can also reconstruct an inmate’s movements throughout a facility by tracking where a person has been over the course of a day.<\/p>\n
County officials emphasized that the project remains in its exploratory phase. They said the RFI is intended to gather information from vendors and that no decisions have been made about whether Harris County will move forward with purchasing an AI camera system.<\/p>\n
