{"id":39260,"date":"2025-11-07T06:05:12","date_gmt":"2025-11-07T06:05:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/39260\/"},"modified":"2025-11-07T06:05:12","modified_gmt":"2025-11-07T06:05:12","slug":"txses-jeb-hensarling-says-battle-for-etfs-will-be-a-key-focus-of-new-stock-exchange-dallas-innovates","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/39260\/","title":{"rendered":"TXSE\u2019s Jeb Hensarling Says Battle for ETFs Will Be a Key Focus of New Stock Exchange \u00bb Dallas Innovates"},"content":{"rendered":"<p>The bold effort by Dallas\u2019 new Texas Stock Exchange to take on the New York Stock Exchange and Nasdaq duopoly has been framed initially as a race for prestigious corporate listings\u2014or dual listings, at least. But a key advisor to TXSE says the upstart venture also will be waging a battle to list exchange traded funds, which have boomed in recent years.<\/p>\n<p>Over the last two years more than $2 trillion in investor cash has reportedly poured into ETFs, which are baskets of securities that focus on particular markets, like AI or cryptocurrency, and trade during the day like stocks. NYSE says it currently lists nearly 80% of all ETFs.<\/p>\n<p>While some companies may want to list or dual-list on TXSE, \u201cI would say what\u2019s really attractive is the exchange traded products. That\u2019s exploding,\u201d TXSE strategic advisor Jeb Hensarling told Dallas Innovates during a brief interview at last week\u2019s <a href=\"https:\/\/dallasinnovates.com\/theres-so-much-energy-in-our-space-innovators-investors-invigorate-sold-out-2025-venture-dallas-conference\/\" rel=\"nofollow noopener\" target=\"_blank\">2025 Venture Dallas<\/a> conference in Dallas. \u201cThat\u2019s not where you\u2019re talking somebody into necessarily leaving NYSE or Nasdaq, or even co-listing. We\u2019ve got a whole new player here, and they\u2019re looking, \u2018Where is it best for my ETP to trade?\u2019 And we think a whole lot of them are going to conclude that it\u2019s \u2018Tex-see.\u2019 That\u2019s a big revenue center.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-281701\" class=\"img-responsive\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/11\/TXSE-Jeb-H_970-20251030VentureDallasConference-_GM17939.jpg\" alt=\"\" width=\"970\" height=\"647\"\/><\/p>\n<p id=\"caption-attachment-281701\" class=\"wp-caption-text\">Jeb Hensaling and moderator Ylan Mui of the Penta Group onstage at Venture Dallas. [Photo: Grant Miller Photography\/Venture Dallas]<\/p>\n<p>Hensarling, a former GOP congressman from Dallas and ex-chairman of the House Financial Services Committee, said that, in addition to revenue captured between the trading day\u2019s \u201copening and close,\u201d companies also benefit from stock exchange data, licensing, and software offerings. TXSE hasn\u2019t been shy about touting its budding expertise in those areas, or in its \u201cstate-of-the-art trading engine,\u201d which Hensarling said is now in testing, five months ahead of schedule.<\/p>\n<p>The engine was \u201cbuilt from the bottom up,\u201d rather than bolted onto old technology, and is designed to meet or exceed its rivals\u2019 standards, Hensarling said onstage at Venture Dallas. \u201cThere may be eight, nine, 10 people who have the expertise, the experience, and gravitas to really design a world-class trading engine for equities, and three of them work at TXSE,\u201d he said.<\/p>\n<p>The new exchange\u2019s parent company, TXSE Group Inc., also launched in September a security-first, AI-native market intelligence platform for U.S. Securities and Exchange Commission compliance and data analytics called Oculon Intelligence. But interestingly, Oculon\u2019s integrated suite of software products \u201cwasn\u2019t the idea of the TXSE group,\u201d Hensarling told the conference attendees. \u201cThey were approached by major market players who said, \u2018We know you have the capability to do this. There is a need in the marketplace, and we are turning to you to do it.\u2019\u201d<\/p>\n<p>ETP listings in 2Q 2026<\/p>\n<p>Another leg up for TXSE, he said, will be its continued strong advocacy for a competitive regional business environment, following a \u201ccapital markets package\u201d passed recently by the state Legislature. That package included measures making Texas more competitive than Delaware for incorporation and raising thresholds for shareholder proposals and proxies, thereby curbing frivolous shareholder proposals. To fully realize the advantages, Hensarling said, companies need a Texas nexus including Texas incorporation\u2014and listing and trading on a Texas stock exchange.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"img-responsive\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/11\/20251030VentureDallasConference-DSC_6125.jpg\" alt=\"\" width=\"970\" height=\"647\"\/><\/p>\n<p class=\"wp-caption-text\">Jeb Hensarling\u00a0 [Photo: Grant Miller Photography\/Venture Dallas]<\/p>\n<p>Having secured SEC registration approval and total capitalization of <a href=\"https:\/\/dallasinnovates.com\/yall-street-txse-groups-funding-surpasses-250m-after-second-financing-round\/\" rel=\"nofollow noopener\" target=\"_blank\">$250 million<\/a> from heavyweight players including J.P. Morgan, BlackRock, and Charles Schwab, TXSE said it will announce the location of its new permanent headquarters in Dallas by year\u2019s end. Hensarling said training on the trading engine should happen in the first quarter of 2026, \u201cgoing then to listings of ETPs probably in the second quarter of next year, with listings in corporates to follow.\u201d<\/p>\n<p>At Venture Dallas, moderator Ylan Mui of the Penta Group research and consulting firm asked Hensarling whether he was worried about the recent incursions into Texas by NYSE and Nasdaq. The former launched <a href=\"https:\/\/dallasinnovates.com\/the-last-word-nyse-texas-kicks-off-from-the-50%e2%80%91yard-line-of-att-stadium\/\" rel=\"nofollow noopener\" target=\"_blank\">NYSE Texas<\/a> this year, reincorporating its NYSE Chicago here, while <a href=\"https:\/\/dallasinnovates.com\/the-last-word-on-nasdaqs-plans-for-a-new-regional-hq-in-dallas\/\" rel=\"nofollow noopener\" target=\"_blank\">Nasdaq<\/a> announced in March that it would open a new regional headquarters in the Dallas area. Both moves were widely seen as responses to TXSE\u2019s plan for its new exchange, which Hensarling said was inspired by Gov. Greg Abbott\u2019s push to make Texas the best location to start a business and go public.<\/p>\n<p>The TXSE advisor wryly said the rivals\u2019 moves didn\u2019t bother him. \u201cIt\u2019s going to happen here, but I will say this: We\u2019ve been around since 1836, so they\u2019ve had plenty of time to get here.\u201d Still, Hensarling said, \u201cWe welcome them. That\u2019s important, he said, because the number of public companies has been cut in half since 2000, in part due to higher listing prices and current exchange regulations that have companies \u201cchecking the boxes\u201d and \u201cplaying defense.\u201d<\/p>\n<p>In contrast, \u201cTXSE is going to be an advocate for issuers and companies,\u201d Hensarling said.<\/p>\n<p>He predicted that in 10 or 15 years, TXSE will become nothing less than an economic center of gravity.<\/p>\n<p>\u201cThe history of Texas\u2019 economy continues to be written. There\u2019s a chapter on the Chisholm Trail, there\u2019s a chapter on Spindletop, there\u2019s a chapter on Texas Instruments and the integrated circuit,\u201d Hensarling said. \u201cBut one day they\u2019re going to write a chapter, and it\u2019s going to be about the Texas Stock Exchange and how Texas became the center for capital markets in America. And it starts now, because, yes, <a href=\"https:\/\/dallasinnovates.com\/horning-in-texas-stock-exchange-launches-ad-campaign-across-dallas-fort-worth\/\" rel=\"nofollow noopener\" target=\"_blank\">the bull market<\/a> is coming home.\u201d<\/p>\n<p>Meantime, TXSE\u2019s competitors aren\u2019t exactly sitting on their hands.<\/p>\n<p>At the Venture Dallas conference, NYSE Texas disclosed that it already had secured more than 90 dual listings. Included in that number were powerhouse local companies like AT&amp;T, Cinemark, and D.R. Horton. In July, NYSE Texas also debuted its first exchange traded funds, with Strive Asset Management dual-listing 13 ETFs.
