opportunities to obtain a birth certificate without taking time off work.

Officials say the expansion is designed to make the process more convenient for parents while helping children start the school year with the documents they need.

Parents line up before school starts

Throughout the morning, families arrived at the Harris County Clerk’s Chimney Rock Annex carrying identification, paperwork and, in many cases, their children.

Inside, parents completed applications, waited for staff to process records and received certified copies of Texas birth certificates. Volunteers greeted families, answered questions and handed out backpacks filled with school supplies.

For many parents, the visit marked one more task completed before classes begin.

The Harris County Clerk’s Office says the Back-to-School Birth Certificate Event started in 2021 and has helped hundreds of families obtain the records needed for school enrollment.

This year marked the first time all 10 annex locations participated simultaneously.

“We want to make sure all of Harris County is served today,” Harris County Clerk Teneshia Hudspeth told KPRC 2. “Harris County is big. You can drive an hour and a half and still be in Harris County.”

Hudspeth said expanding the event allows families to visit the location closest to them instead of traveling across the county.

Why Saturday matters

Hudspeth said the idea for the event came after thinking about the challenges many working parents face when government offices are only open during the workweek.

She said those experiences helped shape how the event is organized today.

“I was raised by a single parent who worked two jobs, and it was really hard for her to get to a governmental office Monday through Friday during business hours,” Hudspeth said. “Opening up our doors on a Saturday for working-class families is what’s most important. Making county government work for our community. That’s why we’re here.”

Hudspeth said what began at one annex six years ago has grown into a countywide effort through partnerships with community organizations and volunteers.

“We started at one annex,” she said. “Now we’re at all 10 throughout the county.”

She added that organizers hope this year’s expansion allows them to serve even more families than in previous years.

“We’ll know the final number at the end of it all, but we hope that we double that and more,” Hudspeth said.

Why a birth certificate is important

A birth certificate is one of several documents commonly required by school districts during enrollment, particularly for students entering school for the first time or families moving into a new district.

Hudspeth said many parents do not realize where their birth certificate is until they begin gathering documents before the school year.

“People need their birth records,” she said. “Many people can’t even find where they’re at.”

She encouraged families who need a certified copy to obtain one before the school year begins.

Community partners help families save money

The event was supported by several community organizations, including the Alpha Eta Lambda Chapter of Alpha Phi Alpha Fraternity, Inc., which helped pay for birth certificates for some families.

President Byron O’Neal said the fraternity has participated in the event since it began.

“We’re paying for some of these birth certificates that people come and apply for so they’ll be free for some of these families,” O’Neal said.

He said helping reduce financial barriers is part of the fraternity’s mission.

“That’s what our fraternity is founded on, helping out the community,” O’Neal said. “Whether it be with sweat equity or finances, we make sure that we do that. We provide scholarships to the community and do all these kinds of things just to make the load a little lighter for those that may not have what we’re blessed to have.”

In addition to helping cover birth certificate costs, volunteers distributed backpacks and school supplies to families attending the event.

What families need to obtain a birth certificate

The Harris County Clerk’s Office issues short-form Texas birth certificates, which are accepted for school enrollment.

To receive a certified copy, applicants must:

Have been born in Texas.

Be an immediate family member or legal guardian of the person listed on the record.

Present a valid government-issued photo identification.

Complete the required application.

Pay the $23 fee, unless the cost is covered through one of the event’s community partnerships.

What if you missed the event?

Families who were unable to attend Saturday’s Back-to-School Birth Certificate Event still have options.

Birth certificates are available year-round through the Harris County Clerk’s Office and can be requested online, by mail or in person at any Harris County Clerk annex during regular business hours.

Officials encourage parents to obtain the document as early as possible before the start of the school year to avoid last-minute delays during enrollment.
