Hidalgo on Thursday touted the program\u2019s success, but commissioners said they couldn\u2019t support a tax increase amid a climate of general fiscal uncertainty. Her motion did not receive a second and thus did not reach a vote.<\/p>\n<p>\u201cAll people want to talk about now is affordability,\u201d said Republican Commissioner Tom Ramsey. \u201cFor us to be considering a significant tax increase this year would be not listening to the folks that are out there.\u201d<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Ramsey said even without Hidalgo\u2019s proposed tax increase, the county will likely raise its rates more this year than any other in recent history.\u00a0<\/p>\n<p class=\"MM_onlineOnly\" title=\"CCI Online Only\">EXCLUSIVE:\u00a0<a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/lisa-falkenberg\/article\/lina-hidalgo-staffer-speaks-children-vote-20815071.php\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">Hidalgo staffer says he was \u2018blindsided\u2019 by the use of children in chaotic meeting<\/a><\/p>\n<p>If approved, Hidalgo&#8217;s proposed increase would have gone before voters in November. The judge leaned into that framing, saying that she was not unilaterally proposing an increase but was instead suggesting the county simply ask voters if they would support it.\u00a0<\/p>\n<p>\u201cLet us not fear our own constituents,\u201d she said.\u00a0\u201cLet us live with the verdict of our constituents.\u201d\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The program provides free daycare and preschool to eligible low-income families, and provides professional development and training to childcare providers. As many as 1,000 children can receive free childcare through the program, which currently is funded through December using federal grant dollars.<\/p>\n<p>But the grant money \u2014 allocated in response to the COVID-19 pandemic \u2014 was a one-time funding source that commissioners knew would expire. The county\u2019s childcare initiative was intended to function as a \u201cpilot\u201d program that could lay the foundation for a future permanent investment. Hidalgo&#8217;s proposal would have extended the program using\u00a0local tax dollars.<\/p>\n<p>But Commissioner Rodney Ellis, Hidalgo\u2019s closest ally on the court, said skyrocketing childcare prices are an issue that should be addressed by the state or federal governments.\u00a0<\/p>\n<p>\u201cWhen we had the opportunity to help poor people out of generational poverty, we did it,\u201d Ellis said. \u201cAnd for that, I\u2019m very proud.\u201d\u00a0<\/p>\n<p>&#8216;We&#8217;re not letting the voters decide&#8217;<\/p>\n<p>Even if voters had supported a tax hike, Hidalgo said, the court\u2019s refusal to support her proposal last year would have forced the program to pause operations at the end of this year. The county would have needed roughly a\u00a0year to generate enough revenue to restart the program in 2028, she said.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>More than 90,000 children in Harris County are on a waitlist for subsidized childcare, according <a href=\"https:\/\/texasaeyc.org\/wp-content\/uploads\/2025\/03\/Invest-in-Child-Care-Scholarships-Harris-County.pdf\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">to a fact sheet published by the Texas Workforce Commission.<\/a><\/p>\n<p>The county childcare program functions similarly to others offered through the state and federal governments, but comes with fewer restrictions and covers the entire cost of childcare as opposed to just a portion.
