{"id":40400,"date":"2025-11-08T01:16:09","date_gmt":"2025-11-08T01:16:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/40400\/"},"modified":"2025-11-08T01:16:09","modified_gmt":"2025-11-08T01:16:09","slug":"texas-20-billion-investment-in-water-faces-long-road-ahead-could-further-address-flooding-concerns","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/40400\/","title":{"rendered":"Texas\u2019 $20 billion investment in water faces long road ahead, could further address flooding concerns"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">SAN ANTONIO \u2013 Texas voters overwhelmingly approved a historic $20 billion investment in the state\u2019s water infrastructure, marking the largest water-related funding commitment in Texas history.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, communities likely will not see the impact of this investment for another five years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Proposition 4, a statewide ballot initiative, will allocate up to $1 billion annually from sales tax revenue to fund critical water projects across Texas. It passed with 70% voter approval on Tuesday and does not increase the sales tax rate.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe 70% is a decisive message from Texas voters that water is really important to this state,\u201d said Sarah Kirkle, director of policy and legislative affairs for the Texas Water Association.<\/p>\n<p>A graphic displaying different funds that sales tax revenue dedicated to the Texas Water Development Board can go towards under Proposition 4. (KSAT 12)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The approved funding can be distributed across nine different funds, targeting various water-related initiatives including:<\/p>\n<p>The New Water Supply for Texas Fund<\/p>\n<p>The State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas<\/p>\n<p>The Texas Water Fund administrative fund<\/p>\n<p>The Flood Infrastructure Fund<\/p>\n<p>The Clean Water or Drinking Water State Revolving Funds<\/p>\n<p>The Rural Water Assistance Fund<\/p>\n<p>The statewide water public awareness account<\/p>\n<p>The Texas Water Development Fund II water financial assistance account<\/p>\n<p>The Texas Water Development Fund II Economically Distressed Areas Program<\/p>\n<p>The agricultural water conservation fund<\/p>\n<p>The Texas Water Development Fund II State Participation account<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The new investment builds upon a previous $1 billion commitment approved in 2023, which has already been made available through the budget passed last spring.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">As growth continues along the Interstate 35 corridor and across Texas, a primary focus for the fund will be aimed at funding new sources of water and conserving the sources that already exist.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe got a bunch of people moving to Texas and not a single one of them\u2019s bringing any water with them,\u201d said Robert Mace, executive director of the Meadow Center for Water and the Environment at Texas State University. \u201cWe\u2019ve got to find where the water comes from.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Unlike the 2023 funds, the newly approved money can also be used for flood infrastructure.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cYou either have too much water or not enough,\u201d Kirkle said. \u201cIt\u2019s really challenging for local communities to develop mechanisms to store it when we have it, but also to move it away whenever there\u2019s too much.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Despite the measure\u2019s approval, the path to project implementation involves several steps:<\/p>\n<p>Tax revenue collection won\u2019t begin until 2027<\/p>\n<p>Legislative allocation of funds, scheduled for 2029 session<\/p>\n<p>Application process and project reviews follow<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This means that the money may not begin to fund projects until early 2031, Kirkle said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Read also:<\/p>\n<p>Copyright 2025 by KSAT &#8211;
