It represents an increase from the prior year\u2019s budget and prioritizes public safety. The proposal cuts the property tax rate by one-tenth of a cent for the 11th consecutive year. For the owner of a median-valued home, that change is expected to produce modest savings depending on appraisal values.<\/p>\n<p>The budget boosts police spending to support hiring goals aimed at growing the force. Libraries and recreation centers are expected to remain open, though some would see reduced hours and staff.
