{"id":41130,"date":"2025-11-08T13:40:08","date_gmt":"2025-11-08T13:40:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/41130\/"},"modified":"2025-11-08T13:40:08","modified_gmt":"2025-11-08T13:40:08","slug":"plano-makes-an-offer-it-hopes-dart-cant-refuse","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/41130\/","title":{"rendered":"Plano makes an offer it hopes DART can\u2019t refuse"},"content":{"rendered":"<p>Residents will vote whether to leave the transit agency, but the Mayor hopes an agreement is reached before the election<\/p>\n<p>DALLAS \u2014 Plano residents <a href=\"https:\/\/www.wfaa.com\/article\/news\/local\/plano-voters-to-decide-dart-membership-may-election-city-council-decision\/287-ddc90faa-513c-48ac-a9c5-fd9227c6eca3\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">will decide in May 2026\u00a0<\/a>whether the city continues its relationship with Dallas Area Rapid Transit (DART), the public transit agency for North Texas.<\/p>\n<p>But the city has until 45 days before the election to call off the vote, and <a href=\"https:\/\/www.plano.gov\/1349\/Mayor-John-B-Muns\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Mayor John Muns<\/a> says he\u2019s hopeful they\u2019ll do just that after negotiating a better deal with DART.<\/p>\n<p>And the Mayor has an offer: Let us pay half a penny of every dollar collected through sales tax instead of the current full penny, and we\u2019ll get rid of the buses, but keep the rail.<\/p>\n<p>\u201cI would say they\u2019re probably not happy about the offer. But the offer might sound better every day that member cities decide to put it on the ballot as well,\u201d the Mayor told us on<a href=\"https:\/\/www.wfaa.com\/insidetexaspolitics\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u00a0Inside Texas Politics<\/a>. \u201cThe rail would be the most important part of what we have. We\u2019ve always told them we didn\u2019t need their buses. We would subcontract micro transit in the rest of Plano ourselves.\u201d<\/p>\n<p>Plano isn\u2019t alone. <a href=\"https:\/\/www.wfaa.com\/article\/news\/community\/transportation\/dart-at-crossroads-three-cities-consider-withdrawal-elections\/287-8720d06c-4bb1-496b-b5de-a4fae9123ef0\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Farmers Branch, Highland Park, and Irving<\/a> will also let their voters decide whether to leave DART on May 2, 2026.<\/p>\n<p><a href=\"https:\/\/www.dart.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">DART<\/a> receives around $850 million every year in sales tax from its 13 member cities, so losing four cities would be a financial blow.<\/p>\n<p>DART CEO Nadine Lee has called the potential withdrawals \u201cheartbreaking,\u201d noting they come just after the opening of the new Silver Line rail connection that runs between Plano\u2019s Shiloh Road Station and DFW International Airport. It\u2019s also just months before the 2026 FIFA World Cup, which will rely heavily on regional transit.<\/p>\n<p>But Plano and the other cities question how much value they receive from the regional transit agency compared with how much they contribute.<\/p>\n<p>Plano has been a DART member since 1983, contributing more than $2.2 billion in local sales-tax revenue. An independent analysis by Ernst &amp; Young found that in 2023, Plano taxpayers paid $109 million to DART, while only $44 million was spent within the city.<\/p>\n<p>City leaders say the imbalance has persisted even as Plano\u2019s western corridor, home to corporate campuses and new development, lacks rail access. Requests for additional bus and GoLink service zones were denied, the city said.<\/p>\n<p>Mayor Muns stressed to us that transportation service will continue regardless of the outcome. The city has set aside funding for alternative options, with a focus on companies that will provide smaller transit vehicles.<\/p>\n<p>\u201cWe have been offered somewhere in the $8 to $10 million range annually. Yes, and we\u2019re paying $131 million this year to DART. So, it is significantly different,\u201d the Mayor told us.<\/p>\n<p>And member cities wouldn\u2019t stop paying DART right away, even if voters approve a departure, as there would still be obligations to pay off debt. Mayor Muns estimates that the city would keep paying the full penny of sales tax to DART for another eight years.<\/p>\n<p>\u201cAt some point it\u2019s just like paying off a credit card. We\u2019ve got to either come up with an agreement that makes the financial part reasonable for the city of Plano, or we have to just cut it off and just pay down that credit card debt and be free of this financial responsibility.
