As the city of San Antonio lurches forward to address\u00a0<a href=\"https:\/\/www.expressnews.com\/politics\/article\/san-antonio-council-budget-fight-over-cuts-22392931.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">a budget gap of $158 million<\/a> over the next two years, the <a href=\"https:\/\/www.expressnews.com\/news\/article\/abbott-cps-energy-break-up-economic-development-22377334.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">potential deregulation of its electric utility market<\/a> and the need to see this downtown Spurs arena to fruition, there are enduring consequences of Monday\u2019s vote for the mayor, the city as an institution and the broader community. Not one is positive.<\/p>\n<p>A weakened mayor<\/p>\n<p>It\u2019s hard not to see how Jones doesn\u2019t emerge from this vote as a weaker mayor.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>While Jones gave voice to<a href=\"https:\/\/www.expressnews.com\/news\/article\/mayor-gina-ortiz-jones-spurs-arena-vote-22369463.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\"> the fierce opposition among many residents to the downtown arena<\/a> and has a legion of vocal supporters who see her as an inspiring fighter challenging an ineffectual establishment, she also alienated key stakeholders with her pressure campaign. She fired up her base in pushing for a second arena election, but she has emerged more isolated in the community and on council.<\/p>\n<p>At the 10,000-foot level, there is something unsettling about an elected official seeking <a href=\"https:\/\/www.expressnews.com\/opinion\/editorial\/article\/san-antonio-voters-approved-arena-22391939.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">to erase a recent election outcome<\/a>. It was not quite a year ago that a majority of <a href=\"https:\/\/ballotpedia.org\/Bexar_County,_Texas,_Proposition_B,_Increase_Hotel_Occupancy_Tax_to_Fund_San_Antonio_Spurs_Arena_Venue_Project_Measure_(November_2025)#google_vignette\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Bexar County voters<\/a>, including <a href=\"https:\/\/www.sa.gov\/Directory\/News-Releases\/San-Antonio-Voters-Already-Decided-the-Spurs-Project\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">a majority of city voters<\/a>, approved county funding for the Spurs arena.<\/p>\n<p>It was understood the city funding was <a href=\"https:\/\/www.expressnews.com\/news\/article\/san-antonio-city-council-spurs-arena-vote-20826560.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">contingent on voters approving the county funds<\/a>.\u00a0Voters approved a vision for the community\u00a0\u2014 right or wrong\u00a0\u2014 and that should be respected, not diminished or manipulated.<\/p>\n<p>Jones also made a tactical mistake by briefly pushing for a new vote to unwind the city\u2019s\u00a0<a href=\"https:\/\/app.powerbigov.us\/view?r=eyJrIjoiYzlkMTYxMTctNTk5My00MWViLThmMWEtZmY2MWUwOTg4ZDk0IiwidCI6IjFhYjAyMTRmLWFjNGEtNDQwNy1hN2M2LTJlZjFlYjc2ZGFjNSJ9\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Ready to Work program<\/a>, which 77% of voters approved in 2020. While that program got off to a painfully slow start, it has made a huge difference for thousands of people, mostly women and minorities.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Again, this was another political dead end for the mayor.<\/p>\n<p>Not only was it <a href=\"https:\/\/www.expressnews.com\/politics\/article\/ready-to-work-san-antonio-budget-22358699.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">unlikely the remaining Ready to Work funds could be applied to the city\u2019s budget gap<\/a>, as Jones wanted, but it is the signature program for former Mayor Ron Nirenberg and COPS\/Metro Alliance.<\/p>\n<p>Nirenberg is on the ballot in November as the Democratic nominee for Bexar County judge. As for COPS\/Metro, the storied community organizing group, which opposed the arena last year, came out <a href=\"https:\/\/www.expressnews.com\/news\/article\/san-antonio-mayor-spurs-ready-to-work-votes-22378954.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">against new elections for the arena and the jobs training program<\/a>.<\/p>\n<p>Loss of trust<\/p>\n<p>In pushing for a second arena vote, Jones sowed doubt about the city government she leads.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Her statements about how the city\u2019s arena funds could be used to mitigate the city\u2019s deficit, or how the broader downtown sports and entertainment district had changed, or how city residents would be paying twice for the arena were misleading enough that they prompted unusual responses, if not outright blowback.<\/p>\n<p>City Manager Erik Walsh <a href=\"https:\/\/www.expressnews.com\/news\/article\/spurs-arena-contribution-election-city-council-22388668.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">issued a memo to address \u201cmisinformation\u201d<\/a> from \u201cseveral statements and reports that have recently circulated in the media concerning aspects of the Sports and Entertainment District.\u201d<\/p>\n<p>Left unsaid was how some of those statements had been made by the mayor.<\/p>\n<p>District 3 City Council Member Phyllis Viagran <a href=\"https:\/\/www.expressnews.com\/news\/article\/san-antonio-city-council-sports-district-22372459.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">was blunt<\/a>, accusing the mayor earlier this month of lying about a nonbinding term sheet.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cNo one\u2019s lying,\u201d Jones said.<\/p>\n<p>\u201cYou are being more than inaccurate,\u201d Viagran responded.<\/p>\n<p>It can be easy to get caught up in the drama at City Hall \u2014 the thousand paper cuts that accumulate over time \u2014 but the larger repercussions deserve greater attention. Not only has the council become fractious in a way we haven\u2019t seen with past mayors, but arena opponents now see their civic voice denied.<\/p>\n<p>The doubt around arena funding, as well as Ready to Work funding, may prove infectious and costly, be it in the loss of community trust or in outside economic opportunity.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>No civic vision<\/p>\n<p>Jones was the only mayoral candidate in 2025 who <a href=\"https:\/\/www.expressnews.com\/projects\/2025\/san-antonio-mayor-candidate-quiz\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">never articulated a vision<\/a> for the downtown Spurs arena.<\/p>\n<p>As a candidate, she never told voters, at least in general terms, how much public funding, if any, was appropriate for the arena. While she raised questions about arena funding and <a href=\"https:\/\/www.expressnews.com\/news\/article\/gina-ortiz-jones-spurs-arena-vote-20823080.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">called for an\u00a0independent economic study<\/a>, she never outlined parameters of a deal she would support.<\/p>\n<p>Through such a lens, Jones\u2019 opposition to this voter-approved arena plan is hardly surprising, just as her relentless push to redo past votes is telling. It is, after all, easier to look backward than to embrace the challenges ahead, just as it is easier to poke holes in someone else\u2019s vision than craft one of your own.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>This isn\u2019t to say elected officials shouldn\u2019t be critical or demand more\u00a0\u2014 from the Spurs or Ready to Work or staff at City Hall. Nor is it to say elected officials should champion a project or cause they don\u2019t believe in.<\/p>\n<p>But the best elected officials, and especially the best mayors (looking at you,\u00a0<a href=\"https:\/\/www.expressnews.com\/projects\/best-day-ever\/san-antonio-phil-hardberger\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Phil\u00a0Hardberger<\/a>), rally the community and their council colleagues around a civic vision, whether that is embracing <a href=\"https:\/\/www.expressnews.com\/opinion\/editorial\/article\/hurricane-katrina-san-antonio-21019155.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Hurricane Katrina evacuees<\/a>, building the Museum Reach River Walk extension, <a href=\"https:\/\/www.expressnews.com\/news\/local\/article\/Castro-s-legacy-embedded-in-people-5569918.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">spurring downtown development<\/a> or investing in workforce development and public transit at a time of crisis.\u00a0<\/p>\n<p>Jones\u2019 best moment as mayor came last fall when she\u00a0<a href=\"https:\/\/www.expressnews.com\/news\/article\/san-antonio-heb-gift-cards-snap-21131081.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">rallied the community to support families who were on the verge of losing food stamps<\/a>. It was positive, compassionate and brought people together for common cause.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Those are essential ingredients to meaningful governance, but too often they have been missing at City Hall.
