The page publicly asked which classrooms would require cameras, whether cameras would capture students’ faces and voices, who could monitor a live feed, who would have access, and how the district planned to handle parent consent.

One anonymous message said the Zoom session “has to be on throughout all instructional time” and claimed the camera sits on top of the smart board “facing the students, NOT the teacher.” Another message said teachers must give administrators their Zoom links and that administrators “have access at all times.” The message also said staff had been told that “no one will be popping in to watch you.”

The anonymous sender also wrote, “I do not believe parents were formally notified that this is starting tomorrow.” The Dallas Express has not independently verified the sender’s identity or employment with FWISD, and the Facebook post did not publicly identify the person.

The district’s response to DX did not directly address whether the district had formally notified parents, whether administrators could enter live Zoom feeds, or whether cameras must remain on throughout all instructional time. FWISD did say it would not record classroom instruction.

FWISD says cameras are for instruction

“The purpose of the web cameras is instructional continuity,” FWISD Communications told DX.

The district said the cameras can provide a live instructional feed when students cannot receive instruction through their normal classroom arrangement. If a teacher is absent, staff could supervise students in one classroom while another teacher delivers the same lesson live. If administrators temporarily remove a student from class for disciplinary reasons, the student could continue watching the lesson from another supervised location, according to the district.

“The web cameras are intended to facilitate a live instructional feed when needed,” the district said. “The web cameras are not recording the classroom instruction.”

FWISD also distinguished the devices from security cameras the district already operates in hallways, common areas and other designated campus locations.

“The web cameras referenced in the ELEVATE Model serve an instructional purpose and are not intended to function as security or surveillance cameras,” FWISD Communications said.

What is the ELEVATE model?

The state-appointed Board of Managers approved the ELEVATE Schools Network on April 14, less than a month after the Texas Education Agency appointed a nine-member Board of Managers and named Peter Licata to lead FWISD. The district launched ELEVATE immediately at 19 elementary and middle schools. FWISD said it chose the campuses because of sustained academic performance needs, as noted in its April 14 recap.

The Board also approved staff reductions tied to the broader turnaround effort, as previously reported by The Dallas Express.

FWISD describes ELEVATE as a more standardized instructional system with stronger day-to-day oversight and real-time support. District materials call for more frequent coaching, clearer instructional expectations, grade-level “bell-to-bell” instruction, frequent student responses, posted lesson objectives, scaffolds, and purposeful writing. At launch, FWISD said 24,914 students were not performing on grade level. The district currently says only 38% of students meet or exceed grade level in reading and 29% do so in math.

ELEVATE also changes staffing and compensation at participating campuses. Instructional positions run 212 duty days, with annual salaries ranging from $88,000 to $100,000 depending on the assignment, plus some stipends, according to FWISD. In June, district officials projected $25.1 million in ELEVATE spending for the 2026-27 budget year.

Turnaround comes amid years of weak performance

FWISD’s preliminary 2026 accountability score rose from 73 to 77 while the district retained a C rating, as reported by The Dallas Express. The district received 17 A-rated campuses, 38 B-rated campuses, 43 C-rated campuses, 19 D-rated campuses and seven F-rated campuses. The number of campuses receiving D or F ratings declined from the previous year.

Those preliminary ratings largely predate the full 2026-27 ELEVATE rollout. The classroom-camera questions therefore arrive as FWISD begins putting the broader state-led turnaround model into practice across the 19 campuses.

FWISD Responds As Classroom Cameras Raise Privacy Concerns | Image by Rawpixel.com/Shutterstock Fort Worth ISD is facing questions…

[10
144783,95321,116,118,8257,117,14243,85356,2810
post-415629","post","type-post","status-publish","format-standard","has-post-thumbnail","category-fort-worth","tag-classroom-cameras","tag-elevate","tag-fort-worth","tag-fort-worth-headlines","tag-fort-worth-isd","tag-fort-worth-news","tag-fwisd","tag-peter-licata","tag-texas-education-agency
["GET
