Greg Abbott said Aug. 24.<\/p>\n<p>The big picture<\/p>\n<p>The governor directed the Texas Department of Insurance to enact several policies and provide recommendations for other affordability-focused measures.<\/p>\n<p>Abbott\u2019s order comes as Texans are paying the fourth-highest home insurance premiums <a href=\"https:\/\/insurify.com\/homeowners-insurance\/report\/home-insurance-price-projections\/\" rel=\"nofollow noopener\" target=\"_blank\">in the nation<\/a>, according to the insurance price comparison firm Insurify. <a href=\"https:\/\/www.tdi.texas.gov\/general\/texas-homeowners-insurance-market-overview.html\" rel=\"nofollow noopener\" target=\"_blank\">State data<\/a> shows that the average Texas home insurance premium\u2014the amount paid to an insurance company\u2014was $3,506 in 2025, nearly doubling from $1,791 in 2016.<\/p>\n<p>Abbott, who was elected governor in 2014, noted that insurance premiums grew substantially in recent years.<\/p>\n<p>\u201cRising homeowner\u2019s insurance premiums continue to squeeze Texas family budgets,\u201d Abbott said in <a href=\"https:\/\/gov.texas.gov\/uploads\/files\/press\/Amanda_Crawford_TDI_Homeowners_Insurance_Premiums_082426_.pdf\" rel=\"nofollow noopener\" target=\"_blank\">an Aug. 24 letter<\/a> to Texas Insurance Commissioner Amanda Crawford. \u201cFor example, the average annual homeowner\u2019s insurance premium in Texas has increased 79% in six years, from under $2,000 in 2020 to over $3,500 in 2026.\u201d<\/p>\n<p>Texas\u2019 consistently high insurance costs can be attributed to the state\u2019s propensity for natural disasters, rising home values and inflationary pressures, <a href=\"https:\/\/communityimpact.com\/georgetown\/texas-legislature\/texas-has-some-of-the-nations-highest-home-insurance-costs-whats-driving-rates\/\" rel=\"nofollow noopener\" target=\"_blank\">according to previous Community Impact reporting<\/a>. Some consumer advocates have also blamed Texas\u2019 \u201c<a href=\"https:\/\/www.tdi.texas.gov\/reports\/pc\/property-casualty-rate-review-report.html#\" rel=\"nofollow noopener\" target=\"_blank\">file and use<\/a>\u201d system, which allows insurance companies to immediately implement new insurance rates while they await review and approval from the TDI.<\/p>\n<p>\u201cWe&#8217;re paying more and more for less and less coverage,\u201d said Ware Wendell, the executive director of the citizen advocacy group <a href=\"https:\/\/www.texaswatch.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Texas Watch<\/a>, in an April interview. \u201cWe need to make sure that the Department of Insurance can stop overcharges before they start, before they are charged to the policyholder.\u201d<\/p>\n<p>The details<\/p>\n<p>Abbott asked the TDI to:<\/p>\n<p>Prohibit insurers from denying or refusing to renew home insurance policies based on a property\u2019s ageBan the use of personal data in setting insurance prices, known as \u201cprice optimization\u201dCreate a task force aimed at preventing insurance fraudStudy the impact of \u201cexcessive, unnecessary and inflated claims\u201d on Texas insurance marketsRequire insurers to consider a homeowner\u2019s participation in a <a href=\"https:\/\/fortifiedhome.org\/roof\/\" rel=\"nofollow noopener\" target=\"_blank\">roof fortification program<\/a> when setting ratesIdentify other actions that the department can immediately take to reduce insurance costs<\/p>\n<p>Abbott also asked officials to recommend legislative changes to better protect consumers and submit those proposals by Sept. 14.<\/p>\n<p>More context<\/p>\n<p>Abbott, who is running for a fourth term this fall, has campaigned heavily on affordability in recent months, promoting policy <a href=\"https:\/\/www.gregabbott.com\/wp-content\/uploads\/2026\/08\/Affordability-Agenda-Master-EP-1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">proposals<\/a> that he said will reduce energy, healthcare, insurance and property tax costs. In his official capacity, the governor recently <a href=\"https:\/\/communityimpact.com\/central-austin\/texas-legislature\/texas-to-pause-new-data-center-projects-until-audit-is-conducted-gov-abbott-says\/\" rel=\"nofollow noopener\" target=\"_blank\">directed<\/a> state energy officials to <a href=\"https:\/\/communityimpact.com\/central-austin\/government\/ercot-to-audit-nearly-300-proposed-data-centers-by-the-end-of-2026-officials-say\/\" rel=\"nofollow noopener\" target=\"_blank\">audit<\/a> data center proposals and shield customers from rising electricity rates, while he <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-requests-comptroller-investigate-school-district-finances-to-ensure-taxpayer-dollars-reach-students-and-teachers\" rel=\"nofollow noopener\" target=\"_blank\">asked the state comptroller<\/a> to inspect how public school districts are spending their money.<\/p>\n<p>If reelected, Abbott would need to work with state lawmakers to get his proposals passed after the next state legislative session begins in January. Lt. Gov.
