The reason largely comes down to the storm’s track shifting farther east than initially expected.

Jeff Linder with the Harris County Flood Control District explained that the core of the system moved just east of the projected track, causing the heaviest rain to tighten up around that area.

“It was just a little bit to the east of where we thought it was going to go,” Linder said.

That small shift made a big difference in where the heaviest rainfall developed.

Why did some areas get so much rain?

As Edouard’s core remained well-defined, the rainfall became more concentrated around it. That meant communities closer to the storm’s track, particularly areas east and northeast of Houston, were more likely to see heavy rain.

Linder said some rain bands were developing on the southern side of the system Wednesday morning, with heavy rain occurring from central Montgomery County into Liberty County.

Most of the heavier rain in Harris County remained north of the Houston metro area.

But that could change as temperatures rise throughout the day.

Could Houston still see heavy rain?

Yes.

Linder said daytime heating could help spark additional rain bands farther south into the Houston area.

Exactly where those bands develop is difficult to predict.

“You’re just gonna have to kind of watch today where those bands form,” Linder said.

Some of the rain bands could produce very heavy rainfall, even in areas that have remained mostly dry so far.

Is the flood watch still needed?

The lack of widespread rain across the Houston metro area does not mean the threat is over.

A flood watch remains in effect for Harris County as forecasters monitor where additional bands develop.

Linder said the relatively dry conditions across the metro area actually mean that some additional rainfall could be beneficial, depending on where it falls.

“If we got three or four inches of rain, we’d probably just be limited to some street flooding in certain areas,” Linder said.

The bigger concern is farther north and east, where some communities have already received significant rainfall.

Additional heavy rain in those areas could increase the potential for flooding.

What should Houston-area residents watch for?

Even if your neighborhood has seen little or no rain so far, conditions can change quickly as Edouard’s rain bands move around.

Residents should keep an eye on changing weather conditions, especially during the afternoon when daytime heating could help additional downpours develop.

Copyright 2026 by KPRC Click2Houston –
