FRIENDSWOOD, Texas (KTRK) — Natalie Reilly, who lives in the Heritage Park subdivision near Bay Area Boulevard and Beamer Road, recently reached out to ABC13 over concerns regarding the financial health of her homeowners association.<\/p>\n
Reilly said she recently received an email that the Heritage Park Community Improvement Association has run out of money and will be cutting services as a result.<\/p>\n
“As of this month, the Heritage Park Community Improvement Association has spent through all of its 2026 assessment income,” the HOA wrote in an e-mail. “The operating account is empty, and it is only September.”<\/p>\n
That email says the association had already terminated its contract for landscaping, stopped spraying for mosquitoes, and will no longer empty pet-waste stations due to the lack of funds.<\/p>\n
It also warned that it could soon lose its ability to pay for the electricity required to operate street and park lights.<\/p>\n
“That’s the scariest part,” Reilly said of the potential loss of street lights.<\/p>\n
Reilly said residents received no warning of the impending financial doom.<\/p>\n
ABC13 spoke to Justin Black, the board president of the Heritage Park Community Improvement Association, who said they’ve been trying to warn residents of the situation for years.<\/p>\n
He said the problem started with a 1974 contract that mandated the original HOA dues of $ 120 per home couldn’t be changed for 40 years.<\/p>\n
Black said that expired in 2014, but added that the board didn’t seriously explore higher fees until 2019.<\/p>\n
He said they’re hoping to raise the yearly rate to around $400 within the next year, but added that the ultimate decision will come down to a community vote.<\/p>\n
“Absolutely,” Reilly said when asked if she’d support a fee increase.<\/p>\n
In the meantime, Black said they’re doing everything they can to keep services operational. He added that they’re currently trying to collect more than $200,000 in unpaid fees.<\/p>\n
