Garcia, Fort Worth Report
September 15, 2026

Funding all types of North Texas transportation projects is the top goal of the Regional Transportation Council’s draft of 2027 legislative priorities.

The 45-member independent policy council made up of elected and appointed public officials plans to identify and pursue additional federal and state revenue for transportation projects during the 90th Texas Legislature, which starts Jan. 12 and determines funding decisions for 2028-29.

Rebekah Gongora, a North Central Texas Council of Governments communications program manager for public involvement and government relations, briefed regional leaders on a draft of transportation funding priorities at a meeting Friday afternoon.

She said President Donald Trump recently signed a continuing resolution that authorizes extended federal funding for highway projects in fiscal year 2026 through Dec. 11.

“That does include the Highway Trust Fund spending authority and all your core formula programs,” Gongora said. “It did not include (other projects) of advanced appropriations.”

Gongora said that funding extension does not provide new money to be spent on such programs as bridge investments and low-to-no emissions for buses.

Funds were also extended for projects that are part of the $350 billion Infrastructure Investment and Jobs Act signed into law by President Joe Biden on Nov. 15, 2021, and set to expire on Sept. 30.

“Congress will still have to approve long-term spending bills,” Gongora said.

She said Congress is advancing the BUILD America 250 Act, a five-year reauthorization bill, that allocates funding for transportation infrastructure, including roads, bridges, transit agencies, rail transportation and highway safety programs.

The House Transportation and Infrastructure Committee approved the BUILD act in May. It is now pending with the Ways and Means Committee before it would go to a full House vote. The U.S. Senate has not yet released the text for their version of the bill, Gongora said.

On the state level, committees in the House and Senate are advancing Texas Department of Transportation funding changes that include public safety measures at ground rail crossings, autonomous vehicle technology, commercial driver licenses standards and oversight.

Gongora said North Texas officials initially plan to advocate for state transportation priorities, including:

Seeking the return of $90 million in air quality fees to counties for local projects.
Ensuring fair-share allocations for road capacity improvements in metropolitan areas and supporting public-private partnerships to advance those.
Supporting innovative funding methods to expand rail and transit options in the North Texas region.
Advocating for a portion of the Texas Mobility Fund to pay for regional commuter rail and Class I railroad improvements.
Supporting dedicated funding for public transportation and rail programs through a budget rider.
Creating a sales tax revenue pilot project to support the region’s Transit 2.0 plan, which calls for $217 billion on various transportation projects through 2050.
Provide tools and/or funding to aid in supporting transit-oriented developments while allowing cities to maintain local control in decision-making.
Improving the safety of the statewide transportation plan, including reductions in aggressive driving, automation of speed enforcement through technology, advancing seat belt enforcement and establishing a framework for regulating high-powered electric mobility devices.
Providing counties and cities with expanded tools for land use control to preserve future transportation corridors and safety needs.

North Texas officials will also provide testimony to legislators upon request to support tolled managed lanes, improve bicycle and pedestrian safety, support high-speed rail development in Texas, retain eminent domain authority in its current state, and support efforts to increase advanced air mobility aircraft and infrastructure.

Michael Morris, North Central Texas Council of Governments transportation director, said local initiatives will include a focus on advancing transit-oriented developments to increase housing density near 80 or more rail stations in North Texas.

A TEXRail passenger train crosses Northeast 29th Street near scrap metal recyclers in north Fort Worth. (Eric E. Garcia | Fort Worth Report)

That goal aligns with efforts by the city of Fort Worth and Trinity Metro transit agency to develop transit developments at TEXRail stations south and north of downtown.

Morris said council of governments staff determined that TxDOT could save about $36 billion in freeway construction costs if more transit mixed-use projects are advanced in North Texas.

“That’s a significant conversation we need to have with Sen. (Tan) Parker,” Morris said, referring to the Flower Mound Republican who chairs the Texas Senate’s transportation committee.

Morris said there are plans to have conversations regarding rail connections between Dallas Area Rapid Transit and Denton County Transportation Authority, the composition of the DART board of directors, and extending the regional GoPass program to include paying for microtransit rides for elderly and disabled passengers. Morris said the GoPass expansion could be considered for funding by the Regional Transportation Council.

RTC leaders want to redistribute state transportation funds rather than advocate for new taxes, Morris said. That effort would include getting about $200 million in sales tax revenue returned to the region each year as well as $90 million in one-time air quality funds for North Texas counties. The council would also seek redistribution of TxDOT funds, including $100 million annually from the Texas Mobility Fund and $50 million each year from the Congestion Mitigation and Air Quality Improvement Program.

The council will also seek a budget rider of $100 million annually for regional rail services such as the Heartland Flyer train between Fort Worth and Oklahoma City.

Regional leaders still have time to refine their priorities before they finalize the list, Morris told the group.

“Everything we have is information,” he said. “You have 30 days to think about this.”

Eric E.
