His move comes amid mounting skepticism over whether EPIC City constitutes a form of \u201cIslamist enclave\u201d masked as a suburban community.<\/p>\n<p>The bad actors behind this illegal scheme must be held accountable for ignoring state and federal regulations.<\/p>\n<p>In a formal letter dated today, October 14, 2025, Paxton\u2019s office <a class=\"Link\" href=\"https:\/\/www.texasattorneygeneral.gov\/sites\/default\/files\/images\/press\/Letter_8.pdf\" target=\"_blank\" rel=\"noopener nofollow\">asked<\/a> the Texas State Securities Board (TSSB) to investigate the project\u2019s alleged violations. Paxton asserts that Community Capital Partners (CCP) \u2014 the development arm of EPIC \u2014 committed both \u201cprocedural violations\u201d and \u201cfraudulent conduct\u201d in offering investment opportunities tied to the project. The letter claims that CCP has already submitted over 750 documents in response to investigative demands.<\/p>\n<p>In a press release, Paxton <a class=\"Link\" href=\"https:\/\/x.com\/KenPaxtonTX\/status\/1978103247727382976\" target=\"_blank\" rel=\"noopener nofollow\">declared<\/a>, \u201cThe bad actors behind this illegal scheme must be held accountable for ignoring state and federal regulations.\u201d<\/p>\n<p>In February 2025, Newsweek <a class=\"Link\" href=\"https:\/\/epicccp.com\/\" target=\"_blank\" rel=\"noopener nofollow\">reported<\/a> that the EPIC City <a class=\"Link\" href=\"https:\/\/epicccp.com\/\" target=\"_blank\" rel=\"noopener nofollow\">proposal<\/a> encompasses about 402 acres located roughly 40 miles northeast of Dallas. The project includes more than 1,000 homes, a mosque, private schools, commercial space, and infrastructure delivered via a municipal utility district.<\/p>\n<p>Home for Radicalism?<\/p>\n<p>Earlier this year, Focus on Western Islamism (FWI) <a class=\"Link\" href=\"https:\/\/www.meforum.org\/fwi\/fwi-research\/fwi-government-funding-of-islamism\/plano-tx-hands-1-2-million-of-taxpayers-money-to-radical-mosques-and-terror-supporting-charities\" target=\"_blank\" rel=\"noopener nofollow\">documented<\/a> how the City of Plano awarded hundreds of thousands of dollars in public funds to the East Plano Islamic Center (EPIC), even as state and federal officials were investigating the mosque\u2019s leadership and affiliated development project, EPIC City.<\/p>\n<p>As previous FWI coverage indicates, Plano provided at least $219,000 to EPIC through various community grant programs, including a $142,921 award issued on May 9, 2025\u2014just weeks after Governor Greg Abbott directed state agencies to investigate the group for possible legal and regulatory violations.<\/p>\n<p>EPIC\u2019s leader, Yasir Qadhi, is a well-known imam and theologian with a long record of association with Islamist movements and rhetoric. In earlier lectures, Qadhi <a class=\"Link\" href=\"https:\/\/cdn-mef.meforum.org\/7c\/e7\/d721746f481abca73c44d360978f\/yq1.mp4\" target=\"_blank\" rel=\"noopener nofollow\">expressed<\/a> hostility toward Jews and questioned aspects of the Holocaust. In one recording, he is <a class=\"Link\" href=\"https:\/\/whyp.it\/users\/82130\/samwestrop\" target=\"_blank\" rel=\"noopener nofollow\">heard<\/a> endorsing the execution of homosexuals under Islamic law.<\/p>\n<p>Although Qadhi later claimed to have moderated his views, his public statements continue to raise concern. In October 2016, he <a class=\"Link\" href=\"https:\/\/imgur.com\/J6XLgN6\" target=\"_blank\" rel=\"noopener nofollow\">offered<\/a> a defense of the Taliban, calling their actions understandable within an Islamic framework. And following Hamas\u2019s October 7, 2023, massacre of more than 1,200 Israelis, Qadhi refused to condemn the attacks, <a class=\"Link\" href=\"https:\/\/www.meforum.org\/western-islamists-respond-to-hamas-attack-on\" target=\"_blank\" rel=\"noopener nofollow\">saying<\/a> in a now hidden video that he had \u201cthe luxury of bluntly saying I am not going to condemn the fight of an oppressed people.\u201d<\/p>\n<p lang=\"en\" dir=\"ltr\">The American Islamist preacher Yasir Qadhi coming out as a &#8220;just asking questions&#8221; 9\/11 truther.<\/p>\n<p>He leans well right to do so, citing Tucker Carlson and Candace Owens.<\/p>\n<p>One of the key &#8220;questions&#8221;? The &#8220;dancing Israeli spies&#8221; myth, of course. A foghorn, not a dog whistle. 1\/4 <a href=\"https:\/\/t.co\/AhAGEo52sj\" rel=\"nofollow\">pic.twitter.com\/AhAGEo52sj<\/a><\/p>\n<p>\u2014 habibi (@habibi_uk) <a href=\"https:\/\/twitter.com\/habibi_uk\/status\/1972737607840006653?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">September 29, 2025<\/a><\/p>\n<p>More recently, Habibi, a prominent counter-Islamist account on X, has <a class=\"Link\" href=\"https:\/\/x.com\/habibi_uk\/status\/1972737607840006653\" target=\"_blank\" rel=\"noopener nofollow\">documented<\/a> Qadhi promoting the \u201cDancing Israelis\u201d conspiracy theory which holds that Israel was responsible for 9\/11.<\/p>\n<p>According to the Middle East Media Research Institute (MEMRI), other preachers at EPIC have <a class=\"Link\" href=\"https:\/\/www.memri.org\/tv\/texas-islamic-scholar-mohamad-baajour-every-muslim-love-die-martyr-gaza\" target=\"_blank\" rel=\"noopener nofollow\">praised<\/a> the October 7 attacks, boasting that they \u201cput horror in the hearts of the enemy,\u201d and proclaiming that every \u201ctrue Muslim would love to have such a death\u201d as the Palestinian \u201cmartyrs.\u201d<\/p>\n<p>EPIC\u2019s leadership, who have not responded to an FWI request for comment sent via WhatsApp, has also campaigned for the release of Aafia Siddiqui, an al-Qaeda operative convicted in 2010 for attempting to murder U.S. personnel in Afghanistan. Siddiqui, who demanded that Jews be barred from her jury and accused unnamed Jews of orchestrating her prosecution, received an 86-year prison sentence for planning a \u201cmass casualty attack\u201d against Americans and allied forces.<\/p>\n<p>Newsweek <a class=\"Link\" href=\"https:\/\/epicccp.com\/\" target=\"_blank\" rel=\"noopener nofollow\">reports<\/a> that EPIC organizers have publicly referred to the development as a \u201cMuslim neighborhood\u201d and say they are building a \u201cMuslim-centric\u201d community. They contend, however, that it will remain open to people of all faiths.<\/p>\n<p>In an oblique reference to the project, Texas Governor Greg Abbott has declared that Texas should block \u201cSharia cities\u201d and \u201cno-go zones,\u201d referring obliquely to EPIC City. The governor has repeatedly <a class=\"Link\" href=\"https:\/\/x.com\/GregAbbott_TX\/status\/1894053102430405050?lang=en\" target=\"_blank\" rel=\"noopener nofollow\">stated<\/a>, \u201cSharia law is not allowed in Texas. Nor are Sharia cities.\u201d EPIC\u2019s lawyer, <a class=\"Link\" href=\"https:\/\/www.instagram.com\/reels\/DJ76RjIxd-5\/\" target=\"_blank\" rel=\"noopener nofollow\">Dan Cogdell<\/a>, <a class=\"Link\" href=\"https:\/\/www.washingtonpost.com\/nation\/2025\/05\/10\/texas-mosque-housing-development-investigation\/\" target=\"_blank\" rel=\"noopener nofollow\">countered<\/a> that such rhetoric is \u201cIslamophobic\u201d and slanderous, accusing Abbott of spreading falsehoods and inflaming anti-Muslim sentiment.<\/p>\n<p>Since early 2025, Paxton has <a class=\"Link\" href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-demands-documents-plano-isd-related-investigation-epic-city\" target=\"_blank\" rel=\"noopener nofollow\">issued<\/a> civil investigative demands to EPIC and CCP, as well as requests for records from nearby municipalities like Plano, Richardson, Wylie, and school districts that might have coordinated with EPIC. Earlier this year, the Texas Commission on Environmental Quality (TCEQ) <a class=\"Link\" href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-announces-epic-city-may-not-begin-construction\" target=\"_blank\" rel=\"noopener nofollow\">ordered<\/a> cessation of construction until required permits are obtained. Abbott\u2019s administration has also instructed various state agencies to probe EPIC for alleged discrimination, unlicensed operations, and other misconduct.<\/p>\n<p>At the federal level, the U.S. Department of Justice (DOJ) <a class=\"Link\" href=\"https:\/\/npr.brightspotcdn.com\/06\/f5\/520b8fd84c9181e2f1e864d8fddd\/2025-06-13-letter-from-doj-to-epic.pdf\" target=\"_blank\" rel=\"noopener nofollow\">closed<\/a> a civil rights investigation into EPIC City in June 2025.
