HOUSTON, Texas — West University Place officials approved funding for a study of the city\u2019s eastern boundary as plans for Rice Village development proceed.<\/p>\n

The study was prompted by the development of Rice Village and concerns about what it could mean for West U residents, city officials said. \u00a0<\/p>\n

Some background<\/p>\n

The Rice University Gateway Project<\/a> is a $120 million development that will create a pedestrian-friendly link between the campus and Rice Village. It is part of Rice\u2019s 30-year Campus Land Use Plan and aims to integrate infrastructure, student life, athletics and community engagement, per prior reporting. Part of the plan also includes modernizing Rice Stadium.\u00a0<\/p>\n

That development prompted West U officials in December 2025 to direct the city’s Zoning and Planning Commission to examine the potential impacts and determine whether the city has planning or zoning options.<\/p>\n

The discussion<\/p>\n

At the Sept. 14 city council meeting, officials approved $50,000 for the Eastern Gateway Planning Assessment<\/a>, which will evaluate the city\u2019s existing land use and development constraints along the eastern boundary. It will also help determine what realistic planning or zoning opportunities may exist for West U, according to the ordinance.\u00a0<\/p>\n

The assessment will evaluate:<\/p>\n

The area\u2019s limited parcel dimensionsFragmented ownershipEconomic feasibilityRegulatory constraintsDirect adjacency to established single-family residential neighborhoods<\/p>\n

\u201cWe felt [the study] was something that we needed to look at simply because of the scope of what’s happening,\u201d said John Cutrer, chair of the commission. \u201cWe look at it as both an opportunity and as something that we may need to do to buffer our neighborhood.\u201d\u00a0<\/p>\n

One more thing\u00a0<\/p>\n

The council approved the study in a 4-1 vote, and officials estimate it will take about 90 days to complete.<\/p>\n
