Traditional zoning says what can be done on a piece of land.

Senior city planner Francisco Vega summarized the changes. Several commissioners expressed concerns about making a recommendation based solely on an overview of the changes

Commissioner Andrew Bearden also noted that these changes removed some areas from Panther Island, potentially affecting land values for two properties.

City staff replied that they were working with affected landowners and noted that these changes aligned the code with Panther Island Vision 2.0.

The commission deferred a decision to its Oct. 8 meeting to allow time to review the proposed wording changes and determine recommendations before the scheduled city council presentation on Oct. 13.

McCart Avenue Hub of Transportation

Kevin Isu, a senior professional engineer with the Fort Worth Transportation and Public Works Department, briefed the commission on the McCart Avenue Hub of Transportation Technology Corridor project.

The planning project, initiated as part of the 2022 city bond package, will conclude its public comment period Sept. 25. Fort Worth City Council will receive an informal report Sept. 29. The commission and council will eventually conduct a formal review in October.

The project focuses on a 10-mile section of McCart between Interstate 20 and Future County Road 920 in Burleson and Altamesa Boulevard in Fort Worth between Hulen Street and Village Parkway.

The area faces several challenges, including safety concerns, traffic congestion, limited walkability and multimodal access, and reduced investment.

Although the city held public meetings in 2025, two commissioners recommended additional public meetings in affected areas not previously surveyed. One commissioner suggested a meeting near McCart and Hulen.

Fort Worth City Plan Commission

Documenter: Ken Garlington

Date: Sept. 10, 2026

Learn more about this meeting by clicking here.
