The city has also sent thousands of property owners notices about potential violations.

AI Cameras Scan Dallas Properties

The cameras, operated by City Detect, are mounted on bulk trash collection trucks and photograph properties as crews travel through neighborhoods.

The system uses artificial intelligence to identify potential code violations and generate “blight scores” that help Code Compliance prioritize properties for review. City records show the cameras have identified potential violations at thousands of addresses since becoming operational.

The city’s program was approved under a three-year contract with City Detect for the AI-enabled cameras. The contract was estimated at about $2.56 million, or about $852,000 annually.

Thousands Receive Courtesy Notices

In addition to the citations, Dallas Code Compliance said it has opened about 300 cases involving properties where officials believe an in-person inspection should occur soon.

The city also sent approximately 3,700 property owners what it calls “courtesy notices” after potential violations were detected.

City officials say the notices are not citations or formal warnings and do not require action from property owners. However, the notices tell residents that continued violations could result in a formal notice, citation, or other enforcement action.

Code Compliance Assistant Director Jeremy Reed said the notices are intended to give homeowners an opportunity to correct potential violations before citations are issued.

One Dallas homeowner, Sarrah Morrison, told NBC 5 that the wording of her notice made her believe enforcement action could follow if she did not address the issues identified in the letter. Her notice cited alleged litter and a roof that was not in operating condition.

The city said a courtesy notice by itself does not lead directly to a citation. An inspector must still confirm a violation before enforcement action is taken.

Southern Dallas Raises Enforcement Concerns

The distribution of the first 57 citations has also drawn attention to where the camera-generated cases are occurring.

According to the city manager’s memo, 39 citations, or 68%, were issued in City Council Districts 4, 8 and 7 in Southern Dallas. NBC 5 reported that those districts have predominantly Black and Hispanic populations.

The city says it does not target particular neighborhoods or demographic groups and instead evaluates properties based on potential code violations.

Reed acknowledged that the cameras could identify more violations in Southern Dallas, where he said there are more code violations than in Northern Dallas.

Councilmember Chad West has raised concerns that the technology could place a disproportionate financial burden on residents in neighborhoods with fewer resources.

“My primary concern is that this could end up being inadvertently a tax on the poor,” West told NBC 5 Investigates.

City Defends Program as Enforcement Tool

City officials say the cameras allow Code Compliance officers to identify potential violations more efficiently rather than relying primarily on complaints or routine inspections.

The city also maintains that human review is required before enforcement action is taken. The camera system does not connect to law enforcement or federal databases, and the company operating the system says faces and license plates are blurred.

The city expects the cameras to photograph residential properties roughly once a month during bulk trash collection. Images are expected to be retained for one year.

West previously proposed removing funding for the program but withdrew the request after the city manager’s office agreed to brief City Council members.

A briefing on the program is scheduled for October 19, when officials are expected to address questions surrounding the cameras, enforcement, and privacy.

City of Dallas bulk trash collection truck with mounted cameras; City of Dallas waste bin in foreground |…

[9
153238,5902,8850,19988,102,104,103,153239,152497
post-443626","post","type-post","status-publish","format-standard","has-post-thumbnail","category-dallas","tag-ai-powered-cameras","tag-city-of-dallas","tag-code-enforcement","tag-code-violations","tag-dallas","tag-dallas-headlines","tag-dallas-news","tag-sanitation-trucks","tag-trash-trucks
["GET
