AI may automate individual tasks while leaving other portions of a worker’s responsibilities intact.

DX has also examined the effect of AI on younger workers entering the labor market.

In April, The Dallas Express reported on research examining employment among workers ages 22 to 25 in occupations highly exposed to AI.

The issue is particularly significant for entry-level positions traditionally used to train workers and build experience before they move into more advanced jobs.

Tuesday’s Senate hearing will give lawmakers an opportunity to explore how Texas workforce and education policies may need to respond.

Texas Job Market Continues To Grow

The discussion will take place against the backdrop of continued statewide job growth.

Texas added 165,600 nonfarm jobs between July 2025 and July 2026, according to the Texas Workforce Commission.

The state’s seasonally adjusted unemployment rate stood at 4.5% in July, while the Texas civilian labor force totaled nearly 15.92 million workers.

Professional and business services posted particularly strong year-over-year employment growth during that period, adding 67,000 jobs.

The workforce question before senators Tuesday is therefore not simply how many jobs Texas can create, but how the skills required for those jobs could change as employers increasingly deploy artificial intelligence.

Hotel Taxes Also Under Review

The committee will separately examine how cities collect, report and use state and local hotel occupancy tax revenue.

The Senate’s interim charge directs lawmakers to determine whether the existing legislative framework is functioning as intended and to consider recommendations aimed at improving fiscal accountability.

Hotel occupancy taxes are assessed on hotel rooms and other qualifying lodging.

Under Texas law, local hotel tax revenue can be used for specific purposes, including convention centers and tourism-related expenditures.

Dallas provides a prominent example.

Dallas voters approved a 2-percentage-point increase in the city’s hotel occupancy tax in November 2022, increasing the combined state and local rate from 13% to 15%.

The additional local tax was approved to finance the Kay Bailey Hutchison Convention Center redevelopment and improvements at Fair Park.

City records state that 80% of revenue from the additional 2% tax is allocated to the convention center expansion and 20% to Fair Park projects.

The Dallas Express reported after the election that Proposition A received more than two-thirds of the vote.

Dallas Convention Center Financing In Focus

The additional hotel tax is only one part of the Dallas convention center financing structure.

City budget documents say Dallas also established a Project Financing Zone, or PFZ, in 2021 to help finance the convention center expansion.

According to the City of Dallas FY2025-26 budget, the zone allows Dallas to receive incremental state hotel occupancy, sales and mixed-beverage tax revenue generated by qualifying hotels within the zone for up to 30 years.

The Texas Comptroller describes a project finance zone as a city-designated area surrounding a qualifying convention center or similar venue.

Cities with qualifying projects can receive increases in certain state hotel-related taxes generated within the zone above a designated base-year amount.

The Dallas Express previously reported that PFZ revenue, along with the additional hotel occupancy tax, forms a major piece of the financing strategy for Dallas’ convention center redevelopment.

Senate Questions Growth Of Finance Zones

Tuesday’s hearing will examine whether Texas should impose stronger controls on those zones.

The Senate charge instructs the Economic Development Committee to study the fiscal impact of cities establishing multiple project finance zones and determine whether each newly proposed zone should require explicit legislative authorization.

The committee has also been instructed to recommend ways to strengthen state oversight, prevent what the Senate notice calls the “proliferation” of project finance zones, and protect state revenues from unauthorized or inefficient use.

The review does not accuse Dallas or any other particular city of wrongdoing.

Instead, senators are conducting a statewide examination of whether the existing law provides adequate controls over the creation and use of project finance zones.

For Dallas, however, the debate is relevant because PFZ collections are already pledged as part of the financing structure for the Kay Bailey Hutchison Convention Center project.

City records from April show that pledged revenues for the project include the city’s existing hotel occupancy tax, the additional 2% hotel tax approved by voters, and designated project finance zone collections.

Dallas has also authorized up to $1 billion in short-term bridge financing while preparing to transition to longer-term revenue bonds for the convention center project.

The Dallas Express Has Followed Dallas Convention Center Costs

The Dallas Express has extensively covered the financing and development of the convention center project.

In 2023, DX reported that project estimates had climbed beyond $3 billion, including nearly $2.9 billion associated with construction at the time.

In 2024, DX reported that city officials were moving from planning into implementation after years of design and financing discussions.

The project has continued to evolve since those reports, making Tuesday’s statewide discussion of hotel taxes and project finance zones particularly relevant to Dallas taxpayers, hotel guests and city officials.

Hearing Starts At 9 A.M.

The Senate Committee on Economic Development is chaired by Sen. Angela Paxton.

The Texas Senate calendar confirms the committee is scheduled to meet at 9 a.m. Tuesday in Capitol Extension Room E1.016.

The hearing notice specifies invited testimony only.

The committee is not considering a specific bill Tuesday. Instead, senators are conducting interim studies and gathering information that may lead to legislative recommendations.

Those recommendations could eventually affect how Texas trains workers for an AI-driven economy, how cities administer hotel occupancy taxes, and how much oversight the state exercises over project finance zones.

For Dallas, the hearing connects two rapidly developing issues: the changing future of work and the financing mechanisms behind one of the city’s largest public redevelopment projects.

Texas senators will examine how artificial intelligence is reshaping the workforce Tuesday while also scrutinizing hotel occupancy taxes…

[9
3436,102,40641,104,103,5396,40717,1863
post-444104","post","type-post","status-publish","format-standard","has-post-thumbnail","category-dallas","tag-artificial-intelligence","tag-dallas","tag-dallas-convention-center","tag-dallas-headlines","tag-dallas-news","tag-hotel-occupancy-tax","tag-texas-jobs","tag-texas-senate
["GET
