SHREVEPORT, La. (KSLA) – Escaped Caddo Correctional Center inmate Tre’veon Jackson has been captured in Marshall, Texas, according to the Caddo Parish Sheriff’s Office. He is currently being held in Harrison County.

The U.S. Marshals Office apprehended Jackson and has him in custody.

Jackson was on the run for eight days after escaping last Monday night.

Sheriff addresses security failures

Earlier Tuesday, before Jackson’s capture, the Caddo Parish Sheriff’s Office held a briefing to address the security failures that led to his escape.

Sheriff Henry Whitehorn Sr. took full responsibility for the security failures.

“A second deputy should have been assigned to the transporting of Tre’vion Jackson,” Whitehorn said.

Deputies showed photos of Jackson being transported with handcuffs and leg restraints.

Whitehorn said that when Jackson was taken to Ochsner LSU Health Shreveport for a medical evaluation, he was never properly searched.

“Restraints should have been inspected, applied by the deputy, and double-locked at every transfer of custody,” Whitehorn said.

Officials said the deputy knew Jackson had a violent history but skipped search protocols.

At the time, Jackson was classified as a level 2 inmate. Whitehorn said only level 3 inmates required two deputies during transport, and nothing in writing said otherwise.

“There was nothing written that required a level 2 inmate to be transported by two deputies. It was just kind of general knowledge of what we should and could do, but there was nothing written in policy that required that,” Whitehorn said.

Five years after Horace Sparks was killed, the man accused of his murder, Tre’Veon Jackson, escaped Caddo Parish custody after going to Ochsner LSU Health for a medical evaluation Monday night. Sparks’ family is demanding answers into how this happened and why they were not properly notified.

Jackson has escaped custody before as a juvenile at Swanson Correctional Center in Monroe. The sheriff’s office is now requiring two deputies to move any escape-risk inmate.

The deputy involved will face discipline. Whitehorn declined to share details.

“Personnel action against the transporting deputy and others have been handled under sheriff’s office policy, and I will not discuss that from this podium. I will say this. I will not minimize what occurred, and I will not ask this community to accept this is just how it has always been done as an answer,” Whitehorn said.
