Libraries are about much more than books for our community, our guest columnist writes.

Andrew J. Whitaker/San Antonio Express-News

Many San Antonians may not know that our libraries hold nearly 2.5 million physical and digital items. Even fewer, I suspect, see them as part of the infrastructure that supports our health.

On a 100-degree day in San Antonio, a library offers an air-conditioned place where someone without reliable cooling can spend an afternoon. It offers internet access and support for someone applying for a job, a space for children to imagine and an opportunity for teens to safely experience independence.

Article continues below this ad

It is a place to trace family history or simply be in community without needing to buy something.

The Aug. 28 storm underscored the importance of this public infrastructure. On the historically underinvested West Side, more than 15,000 residents lost electricity. Our libraries were among the spaces available for daytime cooling.

The Public Library Association reports that libraries nationally are responding to increasingly complex community needs related to social isolation, homelessness, mental health and digital literacy.

Libraries are evolving. The ways we understand, measure and fund their work should evolve with them.

Article continues below this ad

Research shows that where we live, play, learn, work and age shape our health. Libraries are part of this health-supporting infrastructure.

That is especially relevant in the wake of San Antonio’s newly-adopted fiscal year 2027 budget. The budget invests $58.1 million in the San Antonio Public Library, including facilities, safety and technology.

These investments matter.

At the same time, it eliminates 39 frontline positions across 17 library locations. City leaders have described the cuts as “right-sizing,” citing declining circulation of physical materials.

Article continues below this ad

But “right-sized” for what? And for whom?

Declining physical circulation does not mean declining workload. In the Public Library Association’s 2022 survey, nearly three-quarters of responding libraries identified staffing as a barrier to providing programs and services.

During the budget deliberation, District 3 Council Member Phyllis Viagran asked whether immediate budget reductions could create larger problems later. In public health, we call this looking upstream. Council members also considered the employees whose positions would be eliminated. Building on those concerns, I would add: What happens to the employees who remain?

Eliminating positions does not eliminate the work. That can affect workers’ well-being and their capacity to build relationships, connect people to resources, support colleagues and respond to concerns before they escalate.

Article continues below this ad

Literature about public libraries shows that they facilitate everyday interactions, helping create connection and well-being. As the city aims to make libraries safer, it should consider how reducing frontline staff may affect the everyday human presence and relationships that help make libraries welcoming for all San Antonians.

This is why evaluation matters.

As the city reduces library staff, examining the effects on the remaining staff’s workload and well-being, programming and services, and worker and patron safety will be critical.

The city should be prepared to adjust based on the findings.

Article continues below this ad

A social determinants of health lens can help evaluate difficult budget decisions: How do our public investments create health-affirming conditions?

The 2027 budget makes meaningful investments in many of the upstream factors that shape health, including affordable housing and homelessness services, parks and diversion to connect people with treatment rather than jail.

As the city implements the library staffing cuts, we should remember that investing in the people who make our libraries work is also an investment in healthier communities.

Article continues below this ad

Jelena Todić is an associate professor of social work at the University of Texas at San Antonio.
