Texas schools hosting big events like Friday night football games, prom and graduation now have a new security ratio to consider: one uniformed peace officer for every 1,000 attendees.

The Texas Education Agency said Thursday that its latest school safety update is part of the agency’s “efforts to improve the safety and security of school facilities for students, staff, and visitors.” The rule on safety during extracurricular activities took effect Sept. 23.

New rules, explained

For events with more than 1,000 attendees, the rule says “school systems must provide at least one uniformed peace officer for every 1,000 attendees.”

But the rules kick in well before an event reaches the 1,000-person mark.

The rule also requires school systems to develop site-specific written security and medical plans for event locations expected to draw more than 250 people. It applies to extracurricular activities on property owned, leased or otherwise controlled by a school system, and the state specifically says large events including graduation and prom count as extracurricular activities.

That does not mean every school event with more than 250 people automatically gets a police officer.

The rule says school systems should consider armed security for any event exceeding 250 attendees, including peace officers, school marshals and certain trained school employees or commissioned security personnel.

The written plans are also supposed to go beyond security at the gate. TEA says schools must account for emergency equipment, communication, crowd control, evacuation plans, weather, injury response and an on-site incident commander.

Rivalry games get special attention

The state also wants schools to consider what’s happening at the particular event- not just how many people are expected.

For “rivalry events or events where there is a propensity for violence or confrontation” based on district intelligence or public information, school systems must provide an appropriate number of uniformed peace officers.

The rule comes as Texas school-event safety has drawn renewed attention since the fatal stabbing at a Frisco ISD track meet, where 17-year-old Austin Metcalf was killed by another teen, Karmelo Anthony.

That case is separate from TEA’s rule, but it shows why safety outside the regular classroom setting remains part of the conversation.

The same TEA update also covered mandatory drills, broader school safety requirements and a rule allowing the education commissioner to assign a conservator when a school system fails to comply with safety requirements or address issues found through TEA monitoring, assessments or audits.
