Allen.

Allen City Council approved a $1.6 million construction project with Overland Corporation for the Bethany Drive Asphalt Overlay Project at a Sept. 22 meeting.

The gist

The scope of the project includes constructing a protective layer of asphalt over the existing pavement to extend the life of the roadway, city documents state.

This comes after several other investments along the East Bethany corridor, including upgrading street lights, enhancing median landscaping and repairing screening walls, Director of Engineering Chris Flanigan said.

“This overlay comes at a time at the tail end of all those improvements to really finish out the corridor and invest in one of our oldest and busiest roadways in the community,” he said.

In addition, city engineering crews have been replacing deteriorated pavement along Bethany Drive as part of the 2026 Street and Alley Rehabilitation Project.

“It’s imperative that structural repairs be done before this overlay is applied,” Flanigan said.

In addition to extending the service life of the roadway by approximately 10 years, the project is expected to provide a better experience for drivers and create a uniform appearance, per Flanigan’s presentation.

The specifics

Construction of the Bethany Drive Asphalt Overlay Project will take place at night over three phases, Flanigan said.

Construction crews will start work in the middle of the road at median breaks and turn lanes, then move on to the main lanes and wrap up the project by adding permanent lane markings.

The city received several bids and Overland Corporation provided the best value in terms of cost as well as time, Flanigan said.

With Overland Corporation’s bid of $1.5 million and a 5% contingency fee, the total project cost is $1.6 million, city documents state.

“They expect to complete this 2.5-mile stretch in about 45 working days,” Flanigan said.

The project is funded through cash in the strategic non-bond fund and existing funds left over from fiscal year 2025-26, according to Flanigan’s presentation.

Flanigan said the project is expected to be minimally disruptive to nearby residents.

“The work does take place at night, but it isn’t very loud in terms of its operation and it’s a continually moving operation,” he said.

Quote of note

“We manage our infrastructure, I would suggest, better than any city in North Texas,” Mayor Chris Schulmeister said.

Improvements are coming soon to the portion of East Bethany Drive between Greenville Avenue
