Republican state lawmakers have been working hard to try and end the blue-city practice of letting repeat violent offenders stay out of prison.<\/p>\n
But there has been yet another fail, from the Harris County Jail.<\/p>\n
According to reports, the man charged with capital murder in the shooting death of a Good Samaritan on Wednesday was previously charged with four felonies while serving time for an aggravated assault.<\/p>\n
30-year old Otis Parks,is accused of shooting and killing 58-year-old John Donat while he was feeding the homeless outside a hotel on Highway 6 in west Houston.<\/p>\n
Parks was out of jail because authorities opted not to have spend extra time after he was charged with 4 other felonies, that he committed while in the Harris County Jail awaiting his transfer to prison.<\/p>\n
