FBI Houston did not specify the details connecting Montes to the fraudulent claims.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Authorities said Montes was arrested and appeared in federal court on Monday morning.
