Drivers and bus riders will need to adjust their routes starting Friday as crews demolish and rebuild the downtown Interstate 10\u00a0HOV connector ramp, with one of the closures expected to last through summer 2028.<\/p>\n
The Texas Department of Transportation will start the closures for rebuilding the Katy Freeway-Downtown\u00a0HOV connector at 9 p.m. Friday. The construction is part of the $413 million I-10 White Oak Bayou elevation project.<\/p>\n
TxDOT expects the eastbound HOV ramp to reopen in fall 2027. The westbound HOV ramp from Franklin Street is expected to reopen in summer 2028.<\/p>\n
Eastbound I-10 drivers who normally use the HOV ramp to reach downtown must continue on I-10 and take the Smith Street exit. Drivers on Franklin Street seeking to access westbound I-10 through the HOV ramp must use Louisiana Street.<\/p>\n
The connector also carries Metro buses serving the U.S. 290 and I-10 Katy corridors, including routes 161 Wilcrest Express and 162 Memorial Express. Metro will reroute the buses during the closure and post service information at the affected stops, including Park & Ride facilities and the Northwest Transit Center.<\/p>\n
“Customers should plan for 15 to 30 minutes of additional travel time on inbound and outbound trips, particularly during peak commuting hours,” Metro officials said in the announcement.\u00a0<\/p>\n
The agency plans to monitor travel times and traffic patterns throughout\u00a0the closure and adjust service.<\/p>\n
The elevation project will raise the interstate\u2019s main lanes between Heights Boulevard and Interstate 45 to reduce flooding. Raising I-10 will create space beneath the freeway for flood detention and bike trails along White Oak Bayou.<\/p>\n
