Hernandez\/For the San Antonio Express-News<\/p>\n<p>A <a href=\"https:\/\/www.houstonchronicle.com\/business\/real-estate\/article\/accounting-firm-hq-17283742.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Houston-based accounting firm<\/a> reviewing how the San Antonio Independent School District <a href=\"https:\/\/www.expressnews.com\/news\/education\/article\/san-antonio-isd-bond-davis-mlk-delay-22431221.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">managed its $1.3 billion 2020 bond<\/a>\u00a0is expected to complete its report by the end of the month.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn-channels-pixel.ex.co\/events\/0012000001fxZm9AAE?integrationType=DEFAULT&amp;template=design%2Farticle%2Fplatypus_two_column.tpl\" alt=\"\" class=\"x1px y1px vh abs\" aria-hidden=\"true\" width=\"1\" height=\"1\"\/><\/p>\n<p><a href=\"https:\/\/weaver.com\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Weaver and\u00a0Tidwell LLP <\/a>is tracing where bond funds approved in 2020 went, and how the district has managed them. The district hired the firm last month, and it began its audit on Sept. 30. District spokesperson Laura Short did not provide the cost of the firm\u2019s contract.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The audit will examine where the district moved bond funds, how much money remains from the 2020 package, whether contractor records and payment data show irregularities and whether the documents point to fraud, according to a presentation provided to the SAISD audit committee Tuesday.\u00a0<\/p>\n<p>\u201cIf there\u2019s explicitly fraud, then we owe reports to TEA (Texas Education Agency) and the FBI (Federal Bureau of Investigation),\u201d SAISD Chief of Audit and Performance Abby Garland said. \u201cTo be very clear, that is not the case now. We don\u2019t have that. But if that happens, then that would be the next step.\u201d<\/p>\n<p>Voters will decide on Nov. 3 <a href=\"https:\/\/www.expressnews.com\/news\/education\/article\/saisd-bond-2026-facilities-20302562.php?utm_source=paid_marketing&amp;utm_medium=google&amp;utm_campaign=content_acquisition&amp;gad_source=1&amp;gad_campaignid=22798298591&amp;gbraid=0AAAAACuANT8qxqsLX8HdRcPdeCUpRct7h&amp;gclid=Cj0KCQjwuJLWBhD_ARIsAIBcRUwPPLd6mhQoKcesrePQOyzEIFNF-OKcNBb2wgiRWuypDrXPa3ORj14aAvXsEALw_wcB\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">whether to approve a $600 million SAISD bond package<\/a> to improve schools, the first district bond proposal since the 2020 package. The 2020\u00a0bond\u00a0is <a href=\"https:\/\/www.expressnews.com\/news\/education\/article\/san-antonio-isd-bond-davis-mlk-delay-22431221.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">under scrutiny, <\/a>with $420 million\u00a0unspent six years later and several projects stalled.\u00a0<a href=\"https:\/\/www.expressnews.com\/news\/education\/article\/san-antonio-isd-bond-salzmann-thompson-22441146.phphttps:\/\/www.expressnews.com\/news\/education\/article\/san-antonio-isd-bond-salzmann-thompson-22441146.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Two senior district leaders are on leave <\/a>in connection with the bond spending. The district has declined to comment on the personnel decisions.<\/p>\n<p>The Houston-based firm is expected to complete its report in late October and present it to trustees at the board\u2019s Nov. 10 audit committee meeting, a week after Election Day. Trustees Ed Garza, Jacob Ramos and Mike Villarreal serve on the committee.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>What will the audit examine?<\/p>\n<p>Weaver and Tidwell\u2019s forensic audit\u00a0is the most detailed review of the 2020 bond possible for SAISD, Garland said.<\/p>\n<p>\u201cIt\u2019s very comprehensive. So a typical audit is going to sample, right? \u2026 They are running comprehensive reports. They\u2019re pulling large data sets,\u201d Garland said. \u201cIt\u2019s six years of data.\u201d<\/p>\n<p>Another outside group also may be\u00a0involved in examining the 2020 bond. Plano-based <a href=\"https:\/\/www.rltownsend.com\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">R.L. Townsend &amp; Associates, LLC, which specializes in analyzing construction project spending and scope,<\/a>\u00a0is looking to see if the\u00a0district overspent on construction projects.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Townsend &amp; Associates has provided services to SAISD since 2022, but it is unclear what work it was hired to do\u00a0previously. Short did not respond to questions about previous projects involving the firm and the district.<\/p>\n<p>During Tuesday\u2019s meeting, Garland said communication between the firm and SAISD\u00a0and\u00a0payments to the company had stalled earlier this year. Now, the two are back in touch and payments have resumed, she said.<\/p>\n<p>\u201cTownsend had not finished a single audit. They were unable to even issue a report,\u201d Garland said of the firm\u2019s recent work, adding the company\u00a0hadn\u2019t received responses from the district. \u201cNow those responses are coming in.\u201d<\/p>\n<p>It is unclear when Townsend &amp; Associates will provide a full report, but Garland said she expected the firm to share initial findings this month and possibly complete\u00a0its review by December.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Since voters approved the $1.3 billion bond in 2020, the district has run into roadblocks resulting in several delayed projects and hundreds of millions of unspent bond dollars. SAISD has cited soaring construction costs as one reason for the changed timelines.<\/p>\n<p>When asked about the\u00a0audit of the 2020 bond\u00a0during a San Antonio Express-News Editorial Board meeting last week, Superintendent Adrian Bustillos declined to comment, saying he didn\u2019t have the scope of work in front of him.
