{"id":460793,"date":"2026-10-09T03:40:09","date_gmt":"2026-10-09T03:40:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/460793\/"},"modified":"2026-10-09T03:40:09","modified_gmt":"2026-10-09T03:40:09","slug":"61-flock-cameras-taken-offline-in-harris-county-precinct-4-amid-privacy-concerns","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/460793\/","title":{"rendered":"61 Flock cameras taken offline in Harris County Precinct 4 amid privacy concerns"},"content":{"rendered":"<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Harris County \u2013 All 61 Flock Safety license plate reader cameras operated by Harris County Precinct 4 have been taken offline following a decision by Commissioner Lesley Briones, who cited growing concerns about residents\u2019 privacy.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Briones\u2019 office confirmed to KPRC 2 that all 61 cameras were physically covered as of noon Thursday, Oct. 8, rendering them unusable.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The commissioner\u2019s office said Flock Safety has been notified of the precinct\u2019s request to formally decommission the cameras, a process the company indicated would take approximately 48 hours.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">In a statement, Briones said protecting residents\u2019 privacy is just as important as protecting their safety.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">\u201cNothing is more important to me than the safety and security of Harris County residents,\u201d Briones said. \u201cSafety and security includes protecting their privacy and the privacy of their families.\u201d<\/p>\n<p>Who controls the cameras?<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">According to Briones\u2019 office, the 61 cameras are leased under an annual contract by Precinct 4, while the Harris County Sheriff\u2019s Office serves as the designated administrator.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Briones\u2019 office said it does have the authority to shut down the cameras.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Her office also confirmed that Briones consulted with the Harris County Attorney\u2019s Office before making the decision.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The shutdown comes after Harris County Commissioners Court approved a roughly $2 million renewal of its Flock Safety agreement earlier this year.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">When asked whether deactivating the cameras would violate any terms of that agreement, Briones\u2019 office said it would not.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">\u201cAny questions relating to a county-wide contract should be referred to the Harris County Attorney\u2019s Office,\u201d the office said.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">It remains unclear how much Precinct 4 pays annually for the 61 cameras and whether the county will continue paying for them after they are decommissioned.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">\u201cUnder the current contract with Flock Group, Inc., Harris County commissioners and departments have discretion on the usage of their devices. A vote is not required to change how the devices are operated within the scope of the contract,\u201d said Harris County attorney Abbie Kamin.<\/p>\n<p>Why were the cameras shut down?<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Flock Safety cameras are automated license plate readers that capture vehicle information, including license plates, which law enforcement agencies can use to help identify vehicles connected to criminal investigations.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">However, the technology has also raised questions about privacy, access to collected information and the potential for misuse.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Briones said she has heard concerns from residents in her precinct and believes immediate action is necessary.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">\u201cI have heard my Precinct 4 residents\u2019 legitimate concerns and am committed to addressing them,\u201d she said.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">When KPRC 2 asked whether the shutdown was prompted by a specific incident, evidence of misuse or a security concern involving Harris County\u2019s Flock system, her office referred back to the commissioner\u2019s public statement.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The office did not identify a specific incident in its response.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The decision also raises questions about how the shutdown could affect law enforcement agencies that rely on the cameras for investigations, particularly because the Harris County Sheriff\u2019s Office administers the system.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">It remains unclear whether the Sheriff\u2019s Office was consulted before the cameras were physically covered or how the decision will affect access to previously collected license plate data.<\/p>\n<p>Briones\u2019 full statement<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">\u201cNothing is more important to me than the safety and security of Harris County residents,\u201d said Commissioner Lesley Briones. \u201cSafety and security includes protecting their privacy and the privacy of their families.
