The Colleyville City Council<\/a> will reconsider the addition of a dog boarding and grooming facility along Colleyville Boulevard and near the Ross Downs <\/a>community during its Nov. 4 meeting.\u00a0<\/p>\n

The application to build an All American Pet Resort <\/a>was denied in a 4-3 vote at the council’s Sept. 15 meeting<\/a>.\u00a0Mayor Bobby Lindamood, Mayor Pro Tem Brandi Elder and Deputy Mayor Pro Tem Scotty Richardson voted yes on the item. Councilmembers Mark Alphonso, Ben Graves, Kimberly Holt Gunderson and Tim Raine voted against the facility.<\/p>\n

During its Oct. 5 <\/a>meeting, the council unanimously voted to reconsider its prior action .\u00a0<\/p>\n

Lindamood said the motion to reconsider was requested by the applicant.\u00a0<\/p>\n

The details<\/p>\n

The council would have to approve a special use permit to allow a dog boarding and grooming business on the property, according to city documents.\u00a0<\/a><\/p>\n

The facility would offer dog grooming and training as well as overnight boarding for around 80 dogs, the applicants said during the meeting. <\/a>The facility would also include a 1,800-square-foot outdoor yard, according to the proposal.<\/a><\/p>\n

Seven residents in nearby homes spoke in opposition to the proposal, citing concerns of noise and smell coming from the building and yard.\u00a0<\/p>\n

The proposal by the city limited use of the outdoor yard to between 8 a.m. and 6 p.m., with no more than 20 dogs allowed outside at one time.\u00a0<\/p>\n

Mitch Stark and his parents are the applicants and owners of the facility and spoke about steps being taken by the business to limit noise and odor, including turf with drainage and a policy to take rowdy dogs back inside.\u00a0<\/p>\n

\u201cI do completely understand where the residents are coming from, but we\u2019ve thought of all of this and I don\u2019t want people coming to my resort and saying \u2018wow this place stinks\u2019 or \u2018wow this place is so loud,\u2019\u201d Stark said. \u201cWe truly want to do our best to make it smell good, look good and be quiet.\u201d\u00a0<\/p>\n

Those opposed<\/p>\n

Darren Lee is a homeowner near the proposed facility and spoke at both city council meetings in opposition to the proposal.\u00a0<\/p>\n

\u201cI respectfully ask that the council deny the case or at a minimum postpone the approval until stronger protections for the surrounding homeowners can be established,\u201d Lee said. \u201cMy concern is with whether a high intensity dog boarding, daycare, grooming and outdoor run operation is the appropriate land use immediately adjacent to an established residential neighborhood.\u201d\u00a0<\/p>\n
