Authorities selected the area using crime data and community feedback, the Marshals Service said.

The operation yielded 72 felony arrests, 10 seized firearms, two referrals to the U.S. attorney’s office for the Northern District of Texas and 345 traffic citations. The federal release does not identify how many arrestees were already on bond, probation or parole.

A murder charge before the Forney killing

Clark’s first murder charge followed an April 19, 2025, shooting in the 3900 block of East Overton Road, according to a Dallas police account. Officers responded around 1:50 a.m. and found a 15-year-old boy who had suffered a gunshot wound. The boy later died at a hospital.

The U.S. Marshals Task Force arrested Clark on July 14, 2025, and authorities charged him with murder, DPD said. Police identified the incident number as 054696-2025. That number identifies the police investigation, rather than the criminal court case.

As previously reported by The Dallas Express, Clark subsequently posted a $100,000 bond and left jail on October 29, 2025, with a court-ordered ankle monitor. He later became a suspect in the Forney shooting that killed 22-year-old Erma Qualls.

His monitor recorded unauthorized locations in Mesquite in late June, and a judge declared his bond insufficient, FOX 4 reported, citing court documents.

“He cut his ankle monitor off on July 2 of this year,” Officer B.K. Nelson of the North Texas Fugitive Task Force told FOX 4 in its July 28 report.

The Forney killing occurred 24 days later, on July 26. Authorities arrested Clark on September 4, 40 days after that killing.

The federal release does not identify the judge who approved his release on bond or explain when authorities discovered the missing monitor and issued an arrest warrant.

Current record lists a $2 million murder bond

Dallas County’s jail record, checked Thursday, lists Clark’s September 4 booking and a $2 million bond under “INSUFFICIENT BOND – MURDER.” It separately lists an evading-arrest detention charge with a $1,500 bond.

The record shows a Forney Police Department murder hold and an FBI hold described as “ILLEGAL RECEIPT OF A FIREARM.” It also lists a murder hold under special programs and electronic monitoring.

The county displays a total bond amount of $2,001,500. That total covers the listed bonds; it does not establish that Clark can obtain release despite the separate holds. The county explains that a $0 entry means the magistrate judge could not set bond.

Measuring what the sweep accomplished

The operation’s name reflects the Marshals Service’s stated premise that 10% of the population commits crimes against the other 90%. Its release supplies arrest, firearm and citation totals, but no analysis establishing that population split or showing changes in South Central crime categories.

The October 7 release provides no comparison of homicides, robberies or aggravated assaults before, during and after the operation. Arrest totals alone do not show whether reported crimes fell, whether reductions lasted or whether offending shifted into neighboring areas.

The September surge ended, but Dallas Police Sgt. Sheldon Smith said the initiative would continue, according to FOX 4’s October 6 coverage.

DPD has previously published more detailed fugitive-enforcement data. Its July 2025 report on the separate Operation Justice Trail listed arrested suspects, warrant charges and arrest histories. Clark appeared in that report with a murder warrant charge and one total arrest.

That report supplies a model for examining prior arrests among the September suspects. Its figures describe another operation and cannot establish that all of Operation 10/90’s arrestees were repeat offenders. Neither an arrest history nor a pending murder charge establishes a conviction.

Clark remains presumed innocent. His capture establishes an enforcement result; the release, monitoring and warrant records are necessary to determine how the system responded before the alleged Forney homicide.

Mysiah Clark appears in a Dallas County booking photograph following his September 4 arrest. | Image by Dallas…

[9
5882,102,104,103,4081,51794,7811,157807,157808,1225,674
post-461875","post","type-post","status-publish","format-standard","has-post-thumbnail","category-dallas","tag-bail","tag-dallas","tag-dallas-headlines","tag-dallas-news","tag-dallas-police-department","tag-electronic-monitoring","tag-forney","tag-mysiah-clark","tag-operation-10-90","tag-public-safety","tag-u-s-marshals-service
["GET
