As Downtown Dallas faces losing some of its biggest corporate and entertainment anchors, city leadership is throwing its support behind an ambitious vision to reshape the urban core over the next decade.<\/p>\n

AT&T plans to relocate<\/a> its headquarters to Plano, the historic Neiman Marcus flagship <\/a>has closed, and the Dallas Mavericks and Stars are planning moves<\/a> away from American Airlines Center.<\/p>\n

Against that backdrop, Dallas City Manager Kimberly Bizor Tolbert has publicly expressed support in a recent Dallas Morning News opinion piece<\/a> of Downtown Dallas Inc.’s Vision 2036. <\/p>\n

The plan to double the downtown residential population, repurpose vacant office space and make the area more attractive to residents, businesses and visitors.<\/p>\n

In an Oct. 9 memo to the mayor and City Council, Assistant City Manager Robin Bentley said the city’s Office of Economic Development would continue working with DDI to finalize the vision and support strategies to implement it.<\/p>\n

The memo follows DDI’s Sept. 30 State of Downtown event<\/a>, where the nonprofit unveiled a vision to double downtown’s residential population from approximately 16,000 to 32,000 people by 2036.<\/p>\n

What could change downtown?<\/p>\n

The presentation attached to the city’s memo identifies several proposed initiatives, including:<\/p>\n

Advancing three major office conversion projects.<\/p>\n

Developing incentives to encourage new residential construction.<\/p>\n

Working with AT&T on the future of the Discovery District.<\/p>\n

Creating a downtown urban trail connecting surrounding neighborhoods and regional trails.<\/p>\n

Improving the DART transit mall and key pedestrian corridors.<\/p>\n

Establishing a grant program to help fill vacant ground-floor retail spaces.<\/p>\n

The presentation also identifies $14.9 million in existing bond funding for proposed improvements to Harwood Street, including efforts to make the corridor more pedestrian-friendly.<\/p>\n

While city officials have expressed support for the vision, the memo does not indicate that City Council has formally adopted the plan or approved funding for all of its proposed initiatives.<\/p>\n
