{"id":46517,"date":"2025-11-12T15:15:07","date_gmt":"2025-11-12T15:15:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/46517\/"},"modified":"2025-11-12T15:15:07","modified_gmt":"2025-11-12T15:15:07","slug":"data-fights-dart-withdrawals-in-four-cities","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/46517\/","title":{"rendered":"DATA Fights DART Withdrawals In Four Cities"},"content":{"rendered":"<p>When four cities advanced withdrawal elections from Dallas Area Rapid Transit last week, one of the agency\u2019s most vocal allies showed up \u2013 the Dallas Area Transit Alliance.<\/p>\n<p>Highland Park, Farmers Branch, <a href=\"https:\/\/dallasexpress.com\/metroplex\/plano-to-hold-2026-vote-on-leaving-dart-amid-growing-suburban-revolt\/\" rel=\"nofollow noopener\" target=\"_blank\">Plano<\/a>, and <a href=\"https:\/\/dallasexpress.com\/metroplex\/irving-joins-exodus-9-0-vote-sends-dart-exit-to-may-2026-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">Irving<\/a> voted last week to <a href=\"https:\/\/dallasexpress.com\/metroplex\/suburban-revolt-against-dart-cities-eye-exit-over-crime-surge-and-unequal-funding-burdens\/\" rel=\"nofollow noopener\" target=\"_blank\">hold<\/a> elections to decide whether to withdraw from DART, as The Dallas Express reported. Dozens of speakers objected to holding pullout election efforts, many from DATA, which <a href=\"https:\/\/dallasareatransitalliance.org\/\" rel=\"nofollow noopener\" target=\"_blank\">markets<\/a> itself as a \u201crider-run advocacy group.\u201d\u00a0\u00a0<\/p>\n<p>DATA Vice President Tyler Wright told The Dallas Express the group is composed of DART riders from across the service area, but anyone is welcome to join.\u00a0<\/p>\n<p>\u201cOur mission is to advocate for better public transit in the greater Dallas area,\u201d he said. \u201cDATA is fighting these withdrawal efforts because we ourselves are regular DART riders who will be negatively impacted if DART services were to stop in any current member city.\u201d\u00a0<\/p>\n<p>Should cities vote to leave DART, Wright expressed concern about the continuity of service by potential replacement agencies. When Irving\u2019s council advanced the withdrawal vote for 2026, officials said they were already in <a href=\"https:\/\/dallasexpress.com\/metroplex\/irving-joins-exodus-9-0-vote-sends-dart-exit-to-may-2026-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">discussions<\/a> with Uber and Via Transportation.<\/p>\n<p>\u201cWe look forward to sharing the rider\u2019s perspective with both DART and City leaders on how to improve regional mobility,\u201d Wright said.<\/p>\n<p>If voters withdraw in 2026, DART will cut off cities\u2019 services while requiring them to keep <a href=\"https:\/\/dallasexpress.com\/metroplex\/plano-vs-dart-44-crime-spike-2-4m-bonuses-65m-deficit-sparks-citys-push-to-leave-dart\/\" rel=\"nofollow noopener\" target=\"_blank\">paying<\/a> a share of the agency\u2019s massive debt for several years, as The Dallas Express reported. Former Plano Councilman Shelby Williams referred to this as an \u201cexit barrier\u201d to keep cities from leaving.<\/p>\n<p>Pushing To Keep Cities In DART<\/p>\n<p>Ahead of the recent votes on withdrawal elections, DATA <a href=\"https:\/\/actionnetwork.org\/groups\/dallas-area-transit-alliance\" rel=\"nofollow noopener\" target=\"_blank\">orchestrated<\/a> large-scale opposition through the left-wing platform Action Network.\u00a0<\/p>\n<p>\u201cWe want to pack Plano City Hall with supporters of public transit speaking their stories,\u201d DATA <a href=\"https:\/\/ridewithdata.substack.com\/p\/urgent-plano-highland-park-and-farmers\" rel=\"nofollow noopener\" target=\"_blank\">told<\/a> its supporters. \u201cWe really want it to be primarily Plano residents and commuters speaking and sharing their stories, but anyone is welcome to join.\u201d<\/p>\n<p>DATA used Action Network to spread the word about these meetings and to launch email <a href=\"https:\/\/actionnetwork.org\/letters\/plano-tell-your-city-you-want-to-keep-dart\/\" rel=\"nofollow noopener\" target=\"_blank\">campaigns<\/a> to council members, with pre-written messages tailored to\u00a0each city.<\/p>\n<p>\u201cMany others and I depend on the DART system to get around Plano and the entire metroplex,\u201d <a href=\"https:\/\/actionnetwork.org\/letters\/plano-tell-your-city-you-want-to-keep-dart?delivery_id=138592598\" rel=\"nofollow noopener\" target=\"_blank\">reads<\/a> a pre-written email to Plano council members. \u201cWithdrawal from DART means countless people will lose access to their jobs.\u201d<\/p>\n<p>Action Network has similar <a href=\"https:\/\/actionnetwork.org\/letters\/highland-park-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">templates<\/a> for <a href=\"https:\/\/actionnetwork.org\/letters\/irving-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">Irving<\/a>, Highland Park, and Farmers <a href=\"https:\/\/actionnetwork.org\/letters\/farmers-branch-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">Branch<\/a>. By publication, the platform helped DATA send council members more than<a href=\"https:\/\/actionnetwork.org\/letters\/plano-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\"> 2,300<\/a> emails in Plano, more than <a href=\"https:\/\/actionnetwork.org\/letters\/irving-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">1,000<\/a> emails in Irving, <a href=\"https:\/\/actionnetwork.org\/letters\/farmers-branch-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">441<\/a> emails in Farmers Branch, and <a href=\"https:\/\/actionnetwork.org\/letters\/highland-park-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">216<\/a> emails in Highland Park.\u00a0<\/p>\n<p>The Action Network first <a href=\"https:\/\/www.influencewatch.org\/non-profit\/action-network\/\" rel=\"nofollow noopener\" target=\"_blank\">emerged<\/a> during the 2011 Occupy Wall Street protests, according to InfluenceWatch. It helped organize the anti-Keystone XL oil pipeline protests, the March for Our Lives, and the left-wing Women\u2019s March. According to The Federalist, the Action Network helped <a href=\"https:\/\/thefederalist.com\/2025\/04\/11\/meet-the-leftist-power-brokers-engineering-anti-trump-protests-nationwide\/\" rel=\"nofollow noopener\" target=\"_blank\">coordinate<\/a> anti-Tesla protests this spring, as well as\u00a0protests for the socialist holiday May Day.\u00a0<\/p>\n<p>\u201cWe use Action Network at DATA as a way to send newsletters to our subscribers and help with letter writing campaigns in support of transit in DFW,\u201d Wright said. \u201cMembers are volunteers and self-fund any activities they wish to participate in; we are not a non-profit and do not take donations.\u201d\u00a0<\/p>\n<p>DATA\u2019s Origins<\/p>\n<p>Member cities have expressed growing <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">frustration<\/a> with DART\u2019s crime, funding, and governance, as The Dallas Express previously reported.<\/p>\n<p>When cities met in 2024 to consider diverting 25% of sales tax revenue from DART, transit activists from across the 13-member cities came together to <a href=\"https:\/\/dallasareatransitalliance.org\/about\" rel=\"nofollow noopener\" target=\"_blank\">launch<\/a> DATA.\u00a0<\/p>\n<p>The idea for DATA first <a href=\"https:\/\/dallasareatransitalliance.org\/about\" rel=\"nofollow noopener\" target=\"_blank\">emerged<\/a> in a meeting of 15 people on June 15, 2024, at Cole Park in uptown Dallas, according to the group\u2019s website. The group launched a petition on Change.org on June 16, asking the DART board of directors to <a href=\"https:\/\/www.change.org\/p\/protect-our-public-transit-say-no-to-dart-funding-cuts\" rel=\"nofollow noopener\" target=\"_blank\">reject<\/a> \u201cfunding cuts.\u201d<\/p>\n<p>DATA then <a href=\"https:\/\/dallasareatransitalliance.org\/about\" rel=\"nofollow noopener\" target=\"_blank\">held<\/a> a second meeting on July 20, 2024, at the Metropolitan Building in downtown Dallas. More than 50 people attended the gathering, where the group named its interim co-chairs \u2013 Connor Hulla and Wright. Hulla is now the group\u2019s <a href=\"https:\/\/dallasareatransitalliance.org\/about\" rel=\"nofollow noopener\" target=\"_blank\">president<\/a>, and Wright its vice president.\u00a0<\/p>\n<p>\u201cThe Dallas Area Transit Alliance (DATA) was founded in the summer of 2024 in response to cities that passed resolutions in support of bills that would have affected DART\u2019s funding in the 2025 legislative session,\u201d Wright said.\u00a0<\/p>\n<p>The DART board <a href=\"https:\/\/dallasexpress.com\/city\/dart-considers-largest-cuts-in-history-slashing-routes-prolonging-waits\/\" rel=\"nofollow noopener\" target=\"_blank\">approved<\/a> a \u201cGeneral Mobility Program\u201d in March, returning 5% of annual sales tax revenue to several member cities as a compromise. Cities like Plano continued to visit the Texas legislature, seeking more permanent fixes by supporting bills to reform the DART board and allow cities to redirect some sales tax revenue.<\/p>\n<p>In March, DATA held a press <a href=\"https:\/\/www.keranews.org\/news\/2025-03-25\/dart-advocates-oppose-funding-cuts-legislature\" rel=\"nofollow noopener\" target=\"_blank\">conference<\/a> in Plano against the reforms, according to KERA. More than 24 transit activists attended, including Wright, members of the Democratic Socialists of America North Texas, and members of the Amalgamated Transit Union, which represents DART workers.\u00a0<\/p>\n<p>In July, Slagel demanded member cities <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">drop<\/a> the reforms in exchange for GMP funding, as The Dallas Express exclusively reported. At the time, Carrollton Mayor Steve Babick said DART had <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">made<\/a> the compromise into a \u201cpoison pill.\u201d<\/p>\n<p>DATA <a href=\"https:\/\/dallasareatransitalliance.org\/about\" rel=\"nofollow noopener\" target=\"_blank\">aims<\/a> to \u201csafeguard the future of public transit\u201d in the Dallas area, to \u201ccompel elected officials to prioritize public transit,\u201d and to \u201coffer practical solutions\u201d for public transit, according to its website.\u00a0<\/p>\n<p>DART is currently <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">billions<\/a> of dollars in debt. The agency also spent more than $2.4 million on executive <a href=\"https:\/\/dallasexpress.com\/city\/exclusive-dart-spent-2-4-million-on-executive-bonuses-before-massive-service-cuts\/\" rel=\"nofollow noopener\" target=\"_blank\">bonuses<\/a> from 2020 to 2024 \u2013 more than $800,000 in 2024 alone, as The Dallas Express exclusively reported.\u00a0<\/p>\n<p>Meanwhile, Group A offenses \u2013 including arson, assault, robbery, and drug crimes \u2013 reported by DART Police have <a href=\"https:\/\/txucr.nibrs.com\/Report\/GroupACrimeReport\" rel=\"nofollow noopener\" target=\"_blank\">grown<\/a> 8.3% overall since January, according to the most recent data in the National Incident-Based Reporting System (NIBRS).<\/p>\n<p>Among these <a href=\"https:\/\/txucr.nibrs.com\/Report\/GroupACrimeReport\" rel=\"nofollow noopener\" target=\"_blank\">offenses<\/a>, crimes against persons decreased by 18.49%, while crimes against property decreased by 25.93%; however, crimes against society increased by 60.03%. The most common \u201ccrimes against society\u201d were drugs, drug paraphernalia, and weapons violations.<\/p>\n<p>Dallas maintains a vast <a href=\"https:\/\/dallasexpress.com\/metroplex\/irving-joins-exodus-9-0-vote-sends-dart-exit-to-may-2026-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">majority<\/a> on the DART board, while cities like Garland, Glenn Heights, and Rowlett <a href=\"https:\/\/www.dart.org\/sandbox\/board-members\" rel=\"nofollow noopener\" target=\"_blank\">share<\/a> a single representative on the board.<\/p>\n<p>In the Irving council meeting where officials advanced the withdrawal vote, Mayor Rick Stopfer \u2013 a DART board member since 2013 \u2013 expressed <a href=\"https:\/\/dallasexpress.com\/metroplex\/irving-joins-exodus-9-0-vote-sends-dart-exit-to-may-2026-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">concern<\/a> about this imbalance. \u201cI\u2019m in the meeting with them every time, but I\u2019m marginalized.\u201d<\/p>\n<p>Highland Park, Farmers Branch, Irving, and Plano are currently set to hold <a href=\"https:\/\/dallasexpress.com\/metroplex\/irving-joins-exodus-9-0-vote-sends-dart-exit-to-may-2026-ballot\/\" rel=\"nofollow noopener\" target=\"_blank\">withdrawal<\/a> votes in May 2026.\u00a0<\/p>\n<p>In its Action Network descriptions, DATA notes that council members have until March 6 to <a href=\"https:\/\/actionnetwork.org\/letters\/highland-park-tell-your-city-you-want-to-keep-dart\" rel=\"nofollow noopener\" target=\"_blank\">rescind<\/a> the ordinances scheduling withdrawal votes. \u201cUrge them to do so, and to come back to the negotiating table with DART to preserve regional mobility for all.\u201d\u00a0<\/p>\n<p>DART member cities may only opt out every six years, so the next window to leave is 2026.
