They said county staff will review the proposal.

        Recommended Stories
▶

The plan includes lighting, landscaping, parking, traffic, required roadway improvements and other applicable technical design requirements.

The submitted plans were found on a web portal used by El Paso County. Shown are floor plans, elevation plans and the application uploaded Monday.

County officials wrote on the website, “If the site development plan satisfies all applicable technical design requirements, it will be approved administratively. The site development plan does not return to the Board of County Commissioners for approval, and there is no appeal of that administrative approval to the Board of County Commissioners.”

In a statement, Mark Waller, a consultant for Buc-ee’s whose political history includes time on the El Paso County Board of County Commissioners from 2016-2021, said, “We’re excited to be at this step and look forward to continuing our work with El Paso County as we move our way through their land planning process.”

During a packed, daylong meeting in August, county commissioners determined Buc-ee’s application met the criteria for an allowed use on the land along County Line Road near Interstate 25 in northern El Paso County. Commissioners voted 4-1 to approve the developer’s zoning appeal.

“I think the burden of proof has been met here,” said Commission Chair Carrie Geitner in August.

The appeal centered on whether Buc-ee’s is a use that would fit the zoning district that governs the parcel where developers want to build. The land, at the southwest corner of County Line Road and Interstate 25, is zoned C-1 commercial. C-1 permits a wide range of uses. Among them are convenience stores, but gas stations and truck stops are not.

After developers requested a review, the county’s planning department determined administratively that it could not say whether Buc-ee’s would fit C-1. Developers then appealed to the commissioners, which triggered the public meeting. Commissioner Bill Wysong was the sole vote against, with Commissioners Geitner, Holly Williams, Cory Applegate and Lauren Nelson voting in favor of approving Buc-ee’s as an allowed use in C-1.

The Gazette contributed background information from previous coverage to this story.

News Published October 13, 2026 6:43pm | Updated October 13, 2026 6:55pm Buc-ee’s is moving forward with developing…

[12
8231,138,141583,1060,140,139
post-465340","post","type-post","status-publish","format-standard","has-post-thumbnail","category-el-paso","tag-buc-ees","tag-el-paso","tag-el-paso-board-of-county-commissioners","tag-el-paso-county","tag-el-paso-headlines","tag-el-paso-news
["GET
