A Level 2 out of 4 flash flood<\/a> threat is in place from Del Rio<\/a> to Lubbock<\/a> on Thursday, with Flood Watches already issued for parts of West Texas.<\/p>\n

This latest threat comes after Texas and much of the Southwest<\/a> endured multiple rounds of devastating flooding this year as Pacific moisture repeatedly surged inland, fueled in part by the brewing Super El Ni\u00f1o<\/a> and an active Pacific basin.<\/p>\n

Rain will continue spreading north across much of West and Central Texas on Friday before reaching parts of Oklahoma<\/a>.<\/p>\n
