Alexander Cowley, 40, appeared before a judge Thursday night. The judge said the allegations date back to 2016 and involve the continuous sexual abuse of a 13-year-old girl Cowley knew personally.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">Based on the statements in the allegations, the judge determined Cowley is a flight risk. A protective order was also issued against him.<\/p>\n<p class=\"sc-dLMFU sc-fHjqPf jbiTJv kYFPaL article-text\">The Harris County Sheriff\u2019s Office confirmed Cowley is an 11-year veteran with the agency and was assigned to the Critical Independent Response Team.
