The city reports over half its roads are more than 30 years old, and need maintenance to extend their useful life. <\/p>\n<p class=\"body-text-paragraph\">\u201cA lot of the larger roads, the Coit, the Custers, Plano Parkways \u2026 are hitting that end of life,\u201d said Caleb Thornhill, Plano\u2019s director of engineering. \u201cBecause <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/10\/24\/att-intensifies-focus-on-plano-frisco-in-new-office-search\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/10\/24\/att-intensifies-focus-on-plano-frisco-in-new-office-search\/\">Plano boomed<\/a> in the \u201880s and early \u201890s \u2026 that\u2019s why you\u2019ve seen a huge rise in road construction work.\u201d<\/p>\n<p class=\"body-text-paragraph\">On average, about 10-20 major road lane miles are under construction a day through the city\u2019s public works and engineering projects \u2014 about 1% of the <a href=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/14\/hundreds-of-plano-isd-students-start-the-school-year-without-bus-service-amid-budget-woes\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/14\/hundreds-of-plano-isd-students-start-the-school-year-without-bus-service-amid-budget-woes\/\">city\u2019s major roads<\/a>. While it\u2019s a small percentage, disruptions on major roads are more apparent to residents and more disruptive on commutes. <\/p>\n<p class=\"body-text-paragraph\">Older sections of the city, such as its east side, have more lane closures and construction disruptions.<\/p>\n<p class=\"body-text-paragraph\">Plano has repaired an estimated 500 miles of streets and alleys since 2019, more than 30% of the city\u2019s roads. <\/p>\n<p class=\"body-text-paragraph\">It\u2019s <a href=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/11\/06\/usaa-cuts-ribbon-on-new-plano-building-announces-500m-commitment-ahead-of-veterans-day\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/11\/06\/usaa-cuts-ribbon-on-new-plano-building-announces-500m-commitment-ahead-of-veterans-day\/\">expensive work<\/a>. <\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/11\/1763747109_38_O4PJ2VJUHZEVNLJAFOCN6NZJEA.jpg\" alt=\"A DART Red Line train arrives at Downtown Plano Station on Wednesday, Nov. 5, 2025. Plano is...\"\/><\/p>\n<p class=\"body-text-paragraph\"><a href=\"https:\/\/www.dallasnews.com\/news\/elections\/2025\/05\/03\/plano-election-results-bond-referendum-propositions-council-members-may-3-2025\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/elections\/2025\/05\/03\/plano-election-results-bond-referendum-propositions-council-members-may-3-2025\/\">Voters have supported bond funding<\/a> to pay for street projects for years, approving more than $700 million in <a href=\"https:\/\/www.dallasnews.com\/news\/elections\/2025\/11\/04\/prosper-bond-election-results-192-million-november-2025\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/elections\/2025\/11\/04\/prosper-bond-election-results-192-million-november-2025\/\">bonds for street improvements<\/a> over five elections since 2013. Since 2021, the city has invested more than $305 million in infrastructure rehabilitation. Plano\u2019s five-year community investment program for 2025-2030 includes over $500 million for future road, water and sewer projects, according to city documents. <\/p>\n<p class=\"body-text-paragraph\">In addition to repairing roads themselves, water and sewer lines underneath streets require replacement in coordination with major road repairs.<\/p>\n<p class=\"body-text-paragraph\">When the city conducts road repairs, staff try to be strategic. They first replace underground utilities, then the concrete, then they apply an overlay in a process that can take several years. If concrete is repaired before an underground water line is replaced, fixing the utility lines could mean tearing up newly repaired roads. <\/p>\n<p class=\"body-text-paragraph\">\u201cInstead of waiting for the water line to deteriorate under a major road,\u201d Owens said, \u201cwe\u2019re going to replace them proactively.\u201d <\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/11\/1763747109_222_A3V3JT44RRCLZHFLCUHXAWX5SU.jpg\" alt=\"A view of The Shops at Willow Bend mall sign at West Park Boulevard and the North Dallas...\"\/><\/p>\n<p class=\"body-text-paragraph\">The process of strategically addressing this maintenance requires years of planning. <\/p>\n<p class=\"body-text-paragraph\">The city is also working to overlay concrete with a thin seal that protects roads from water and extends their lifetime for five to 15 years, Owens said. <\/p>\n<p class=\"body-text-paragraph\">Over the next five years, <a href=\"https:\/\/www.dallasnews.com\/news\/inspired\/2025\/10\/09\/in-full-circle-moment-planos-former-mayor-harry-larosiliere-to-receive-key-to-the-city\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/inspired\/2025\/10\/09\/in-full-circle-moment-planos-former-mayor-harry-larosiliere-to-receive-key-to-the-city\/\">Plano plans<\/a> to complete at least 40 miles of overlays on major roads, which delays a full road replacement that is more disruptive and expensive. About a third of the city\u2019s major roads have completed concrete repairs and asphalt overlays as of this year, according to city documents.<\/p>\n<p class=\"body-text-paragraph\">Repairing major <a href=\"https:\/\/www.dallasnews.com\/sports\/stars\/2025\/10\/03\/dallas-stars-relocation-fort-worth-arlington-plano-the-colony-frisco\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/sports\/stars\/2025\/10\/03\/dallas-stars-relocation-fort-worth-arlington-plano-the-colony-frisco\/\">roads in Plano<\/a> costs $2.5 million per mile, Owens said, to replace panels of concrete then apply an overlay. Fully reconstructing the same mile costs over $15 million. <\/p>\n<p class=\"body-text-paragraph\">\u201cIt\u2019s <a href=\"https:\/\/www.dallasnews.com\/news\/2025\/09\/05\/why-plano-leaders-may-raise-its-tax-rate-for-the-first-time-in-16-years\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2025\/09\/05\/why-plano-leaders-may-raise-its-tax-rate-for-the-first-time-in-16-years\/\">fiscally responsible<\/a> to do it this way,\u201d Owens said. <\/p>\n<p class=\"body-text-paragraph\">Sewer and utility construction can take longer than <a href=\"https:\/\/www.dallasnews.com\/news\/inspired\/2025\/11\/07\/i-just-cant-quit-plano-man-to-run-100-miles-to-support-mckinney-fire-department\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/inspired\/2025\/11\/07\/i-just-cant-quit-plano-man-to-run-100-miles-to-support-mckinney-fire-department\/\">people expect<\/a>, according to the city, with complex underground networks of utilities that require careful coordination and often are in existing, fully developed neighborhoods. <\/p>\n<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:4096 \/ 2731\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"4096\" height=\"2731\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/11\/LSZHQJMLRVDHDBWQFM376VJRRA.jpg\" alt=\"Construction along Parker Road in Plano on Tuesday, Oct. 28, 2025.\"\/><\/p>\n<p>Construction along Parker Road in Plano on Tuesday, Oct. 28, 2025.<\/p>\n<p>Anja Schlein \/ Special Contributor<\/p>\n<p class=\"body-text-paragraph\">Construction must still allow traffic flow, <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/09\/19\/raising-canes-plano-hq-takes-shape-and-other-real-estate-news-around-d-fw\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/09\/19\/raising-canes-plano-hq-takes-shape-and-other-real-estate-news-around-d-fw\/\">business access<\/a> and emergency routes. Weather and coordination with outside agencies \u2014 like private utility companies and the state transportation department \u2014 can also add delays. <\/p>\n<p class=\"body-text-paragraph\">Plano\u2019s roads will always be under construction. As infrastructure ages, the city will continually maintain and replace roads, water lines and sewer systems. The orange traffic cones aren\u2019t going away anytime soon. <\/p>\n<p class=\"body-text-paragraph\">\u201cThere may be an easing up.
