It\u2019s not even the base code,\u201d Udrea said. \u201cIt\u2019s something that is so customized that you have to do it in order to make it work because the market is not aligned with the code that is there right now.\u201d<\/p>\n<p>In addition to simplification, officials hope zoning reform will make it easier for developers to deliver <a href=\"https:\/\/candysdirt.com\/2022\/11\/28\/missing-middle-concept-could-breathe-life-into-dallas-housing-crisis-experts-say\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cmissing middle\u201d<\/a> housing amid the city\u2019s ongoing affordability crisis.<\/p>\n<p>Recently, PDD published a <a href=\"https:\/\/static1.squarespace.com\/static\/672e2a9d7e59e04bd50e44ba\/t\/690e28ab38ba15599d4d0e2e\/1762535595057\/Dallas+Zoning+Reform+-+Public+Comments+-+Initial+Release+1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">large batch of written comments<\/a> it received from residents and stakeholders expressing their thoughts on zoning reform. As one might expect, they reflected the deep divide and tension over how Dallas should continue to grow and what it would mean for single-family neighborhoods.<\/p>\n<p>Some commenters said they were concerned about duplexes, triplexes, or ADUs being introduced to single-family zoned areas, fearing they would alter neighborhood character. They also cautioned against eliminating the residential proximity slope (RPS), which limits how high a structure can be built based on how close it is to single-family residential. The diagnostic suggests scrapping it.<\/p>\n<p>Officials argue that RPS flies under the radar, complicating multifamily and commercial projects for developers who find themselves surprised by the \u201cinvisible infinite slope\u201d generated by single-family districts.<\/p>\n<p>\u201cI would bet you money that if somebody wants to do <a href=\"https:\/\/www.burjkhalifa.ae\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Burj Khalifa<\/a> or some very high-rise downtown, they would not be able because of RPS,\u201d Udrea said. \u201cIt\u2019s hidden out there. Nobody knows of it. It\u2019s vital for preserving neighborhood character and by giving residents some input when big developments are proposed immediately adjacent to them,\u201d wrote one commenter.<\/p>\n<p>Now, it\u2019s worth noting that many of the comments were in part or wholly copy-pasted. Assuming the commenters are unique Dallas residents, I\u2019d chalk this up to unity of purpose. Credit: Planning &amp; Development Department\u2019s Code Diagnostic<\/p>\n<p>Udrea said the diagnostic should be treated as a set of recommendations based on what staff has seen that works in other cities and what needs to be corrected in Dallas.<\/p>\n<p>\u201cI don\u2019t want anybody to think: \u2018oh, we have a plan, it\u2019s already written, and we know what to do.\u2019 We don\u2019t,\u201d she said. \u201cThis is what we think needs to be done, and now you come and tell us.
