See our  <a href=\"https:\/\/www.texastribune.org\/about\/ethics\/#ai-policy\" rel=\"nofollow noopener\" target=\"_blank\">   AI policy  <\/a>  , and give us  <a href=\"https:\/\/airtable.com\/appFeleeKVUN0Iytx\/pagPG40gbkU0EfjIr\/form\" rel=\"nofollow noopener\" target=\"_blank\">   feedback  <\/a>  . <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">LUFKIN \u2014 Earlier this year, Texas made a major investment in its child care scholarship fund \u2014 <a href=\"https:\/\/www.texastribune.org\/2025\/05\/29\/texas-child-care-scholarship-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">$100 million<\/a>, to be exact. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That money, state lawmakers hoped, would provide an additional 10,000 scholarships to needy families and cut down the number of children waiting for assistance.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That didn\u2019t happen. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In fact, as the year draws to a close, the number of Texas families seeking assistance from the state to cover child care is on the rise. And the money meant to provide more scholarships is covering higher tuition costs, according to an <a href=\"https:\/\/txchildren.org\/wp-content\/uploads\/2025\/11\/100M-Child-Care-Investment-Nov.-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">analysis <\/a>of a Texas Workforce Commission <a href=\"https:\/\/txicfw.socialwork.utexas.edu\/wp-content\/uploads\/2025\/07\/TWC-2025-Final-Report_22Jul2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> by <a href=\"http:\/\/txchildren.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Texans Care for Children,<\/a> a child care advocacy organization.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The scholarship fund provides tuition assistance to families across the state. About 150,000 families received a scholarship last year. The wait list before the 2025 legislative session was just shy of<a href=\"https:\/\/www.texastribune.org\/2025\/03\/20\/texas-child-day-care-cost-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\"> 95,000<\/a>. It now sits at about 100,000. The scholarship must cover a certain percentage of tuition per state law. That amount must match or exceed 75% of what local providers charge based on a survey. So, as the tuition increases, so does the scholarship amount.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cOn one hand, we\u2019re disappointed by that,\u201d said <a href=\"https:\/\/txchildren.org\/david-feigen\/\" rel=\"nofollow noopener\" target=\"_blank\">David Feigen<\/a>, the director of early learning policy with Texans Care for Children. \u201cOn the other hand, we\u2019re certainly relieved that the legislature provided the funding that we needed to avoid eliminating thousands of scholarships in the state.\u201d<\/p>\n<p>                 The Best of the Tribune in your Inbox                                       <img alt=\"\" data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/11\/1764157511_608_TheYall-Primary_Black-1.png\" style=\"width:200px\"\/>                                    <\/p>\n<p class=\"font-sansserif\">        The Y\u2019all is a weekly dispatch about the people, places and policies that define the state of Texas. Armando Walle<\/a>, D-Houston, worked hand-in-hand with the Texas Workforce Commission, which manages the scholarship funds. Walle was frustrated when he read the analysis by Texans Care for Children.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cMy intention in expending all this political capital was to help more families,\u201d Walle said. \u201cThis is a learning experience. We had never put this kind of money into child care before.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Without the $100 million, Texas would have had to cut funding to thousands of scholarships over the next two years as kids aged out of their programs and into the K-12 system, Feigen said. More children would have been added to the waitlist.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe bottom line is that the Legislature\u2019s investment is allowing thousands of Texas parents to go to work and ensure their kids earn safe and high quality child care,\u201d Feigen said. \u201cBut it\u2019s also a very stark reminder of how much more work we have to do.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">To help determine scholarship amounts, the Texas Workforce Commission asks some of the 13,000 child care providers in Texas how much it costs to run their businesses.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">About 1,000 of them responded to the most <a href=\"https:\/\/txicfw.socialwork.utexas.edu\/wp-content\/uploads\/2025\/07\/TWC-2025-Final-Report_22Jul2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">recent survey<\/a>. Costs increased by 9% between 2023 and 2024. The increase was caused by rising costs of food, supplies and payroll \u2014 payroll being the largest expense. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Latoya Mayberry, who runs Toya\u2019s Precious Jewels Academy in the Permian Basin, has had to double her employees\u2019 pay to compete with the oil and gas industry and local school districts. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When she first opened her child care business, she paid her employees $9 an hour. Now, her highest-paid employee earns $18. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cAnd that\u2019s just not enough,\u201d she said. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Mayberry\u2019s center has received the highest quality rating from the state\u2019s Rising Star program, which provides quality ratings to help families assess child care centers. To achieve this rating, her teachers have earned at least an associate\u2019s degree, which means more compensation. And they\u2019re expected to have more staff per student than the state\u2019s minimum standards.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The profit margins at child care centers are nearly nonexistent for most providers. This makes it incredibly difficult to get a facility started and keep it running, even in a state that is home to more than <a href=\"https:\/\/everytexan.org\/wp-content\/uploads\/2023\/08\/KidsCount2024-final-digi-01132025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">7.5 million children<\/a>, 1.9 million of whom were younger than 5 in 2024.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Child care deserts \u2014 areas where there aren\u2019t enough child care providers for the children \u2014 exist statewide. Parents across the state, especially in rural areas, have to look long and hard to find quality child care providers. And even when they do, there\u2019s a good chance that there are no seats available or they can\u2019t afford tuition. Because child care access and costs vary by region, the state uses local workforce offices to run the scholarship program.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In <a href=\"https:\/\/detwork.org\/news\/workforce-solutions-deep-east-texas-welcomes-dr-ty-cauthen-as-new-executive-director\" rel=\"nofollow noopener\" target=\"_blank\">Deep East Texas, Ty Cauthen<\/a>, the executive director of the local workforce development board, said he was so grateful to see the influx of funding from the state. But that moment was bittersweet because he also learned the number of kids the state was expected to help was lowered. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The conversation around child care, he said, \u201cneeds to be a priority like drinking water every day is a priority.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Cauthen\u2019s colleagues have been busy finding additional grants and gifts to help offset the costs of higher tuition.
