{"id":78106,"date":"2025-12-06T02:15:08","date_gmt":"2025-12-06T02:15:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/78106\/"},"modified":"2025-12-06T02:15:08","modified_gmt":"2025-12-06T02:15:08","slug":"san-antonio-considering-alternatives-to-police-for-low-priority-calls","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/78106\/","title":{"rendered":"San Antonio considering alternatives to police for low-priority calls"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">SAN ANTONIO \u2013 When shots are fired or cars are flipped on the highway, people expect to see the San Antonio Police Department respond.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But what about at a simple fender bender, or ticketing illegally parked cars in a crowded neighborhood on a weekend night?<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The City of San Antonio is considering alternatives to sending officers to do parking enforcement or handle the low-priority calls that make up about 10% of the 1.8 million dispatched calls each year: minor car accidents, lost or stolen property, found property, or noise enforcement. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The possibilities include having retired officers or civilian employees respond instead, or even having people file their own online reports for minor crashes. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But while the police union says it\u2019s open to the idea, it does not want to see a broader change.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Councilwoman Sukh Kaur (D1), who is also chairwoman of the Public Safety Committee, submitted the policy proposal that got the discussion going. She says quality of life concerns, like parking and noise enforcement, are her focus.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhat we\u2019re looking for is a swifter response,\u201d she said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Neighborhoods like King William and Lavaca have issues with parking on nights and weekends, she says.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhat are they gonna do? Call the non-emergency line and wait for someone to come out and give someone a ticket, and that person may have already left in that amount of time,\u201d she told KSAT.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThere was a a concern for how do we get more enforcement around these low-level offenses that can be a nuisance to a lot of residents? So that\u2019s why we want to support this. And we also want our police officers focusing on what they should be focusing on.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Councilman Jalen McKee-Rodriguez (D2) made a similar comment during a Nov. 17 Public Safety Committee meeting.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cOfficers cannot be patrolling if they\u2019re busy handling all these low-level calls. They cannot respond to the violent crime if they\u2019re doing this, they can\u2019t be proactive. They\u2019re responding to these things.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city has added <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/18\/san-antonio-passes-4-billion-budget-as-it-tries-to-close-deficit\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/18\/san-antonio-passes-4-billion-budget-as-it-tries-to-close-deficit\/\">205 patrol officers<\/a> over the past three years in an attempt to allow more time for proactive policing. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kate Kinnison, the city\u2019s chief innovation officer, presented the committee with examples of other cities that handed off some responsibilities from police. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In Denver, she said 15 civilian report technicians handled 15,318 hours last year of non-emergency calls like theft, vandalism, and minor vehicle crashes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">New Orleans has seven contracted agents that respond to low-risk, non-injury car crashes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">She also pointed to Houston and Dallas as examples of cities that don\u2019t respond to every traffic accident, like San Antonio does.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">According to <a href=\"https:\/\/www.houstontx.gov\/police\/general_orders\/600\/600-09%20Crash%20Investigations.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.houstontx.gov\/police\/general_orders\/600\/600-09%20Crash%20Investigations.pdf\">Houston Police policy<\/a>, dispatchers instruct drivers involved in minor crashes without any injuries to exchange information and make a report at a police station. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Dallas Police allow drivers to file their reports online. Though <a href=\"https:\/\/www.facebook.com\/DallasCityHall\/posts\/on-july-3-2023-the-dallas-police-department-will-begin-requiring-online-reportin\/672012551635735\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.facebook.com\/DallasCityHall\/posts\/on-july-3-2023-the-dallas-police-department-will-begin-requiring-online-reportin\/672012551635735\/\">the city announced in 2023<\/a> it would begin requiring online reporting for non-emergency offenses like minor crashes, a DPD spokesman told KSAT on Friday it was encouraged, but not mandatory.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It could, however, take a while for an officer to get out there otherwise, he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kaur said online reporting for crashes could be an option, but she does not want to completely remove some kind of on-scene response. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIf our constituent is calling for help, they\u2019re wanting to talk to someone and see what they can do,\u201d she told KSAT.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kaur also raised the possibility during the committee meeting of using something similar to San Antonio Fire Department\u2019s telemedicine app so \u201cit\u2019s still an officer responding and they can still see it.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kinnison said the next steps include exploring options to address crashes like Houston or Dallas do, as well as the use of the technology and online reporting for additional low-priority calls.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">San Antonio Police Officers Association President Danny Diaz said he was \u201cokay\u201d with what he saw presented at the Public Safety Committee meeting. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, already wary of putting responsibilities in non-police hands, Diaz does not want to see an outside vendor contract to do the work.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He also says handling other concerns like burglary reports or speeding enforcement need to stay with sworn officers. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe best solution? Give us the officers that we need so that we can do our job correctly.
