In 2018, the city and DHA entered into a special agreement to prevent crime.

A Dallas Morning News investigation shows that the agreement was not followed. Roseland became one of the most dangerous places in the city.

Roseland is a cluster of neighboring properties just east of Central Expressway, and a few blocks north of downtown. Its largest complexes, Roseland Townhomes and Roseland Estates, sit side by side and were built in the early 2000s.

Together, those complexes contain 290 tan-brick apartments and several playgrounds along narrow interior streets — all anchored by a community center residents call The Rose.

Police reports show at least seven people have been killed at Roseland since the agreement was signed. At least 20 others have been wounded by gunfire.

One 13-year-old boy was shot in the leg while walking outside in October 2021. Three months later, while standing outside his home, he was shot a second time, again in the leg.

The 2018 special agreement between DHA and the city deviated from what was at the time a new, aggressive plan to protect the public and hold owners of high-crime private properties accountable.

On paper, the agreement with DHA was comprehensive and thorough. It required monthly meetings, meeting minutes, quarterly and annual reports, and yearly briefings to both the Dallas City Council and DHA’s board of commissioners.

It also required crime-reduction plans tailored to specific DHA properties such as Roseland.

The News’ investigation shows that over the following seven years, two things happened. The agreement was never fully followed, and the violent crime at Roseland — endured by Shanise, her children, and others — persisted.

The News found numerous ways in which DHA and the city fell short in addressing crime and protecting residents, including failures to follow their own agreement:

When asked to provide copies of the crime-reduction plans required in the agreement, neither DHA nor the city could do so.When police and the city asked DHA to provide information such as private security contracts, community rules and a towing policy to help create a safety plan at Roseland, DHA declined.Despite recommendations to install security gates at Roseland, and approval from the DHA board to do so, gates were never installed.A News analysis of crime data shows from Nov. 2018 through at least June of this year Roseland continuously met the crime threshold set by the city to be designated a “habitual criminal property,” which leads to increased city and police oversight. That never happened.Shooting deaths of children at Roseland sparked a public outcry but didn’t result in efforts that kept crime down, or compliance with the agreement. The city and DHA were unable to provide to The News meeting minutes or quarterly reports required by the agreement. The city and DHA eventually stopped their monthly meetings. Known as “abatable” crimes, the law covers a wide range of offenses that include gambling, prostitution, drug violations, criminal trespassing, robbery, assault and murder.

Because poor maintenance and criminal activity sometimes go hand in hand, Dallas city officials often address both at the same time. Teams of police officers, code compliance and fire safety inspectors, and city attorneys are assigned to keep tabs on properties across the city.

If police notice high crime levels — at an apartment complex, a hotel, car wash or a corner store, for example — the city first sends code and fire officials for an inspection. With eyes on the property, inspectors might notice features that could contribute to criminal activity, such as poor fencing, broken gates, or vacant apartment units. Having inspectors on site also gives residents a chance to voice concerns about crime.

The origins of the agreement between the city and DHA grew from concerns at a DHA property other than Roseland.

Police take action at DHA property

In 2016, Hidden Ridge, a complex in Lake Highlands, had been experiencing a high level of abatable crimes.

Dallas police opened a nuisance abatement case — a move that ordinarily would trigger the inspection process and require the property owner to act on security recommendations.

But as police and inspectors began their work, top DHA officials pushed back with top city officials.

<img decoding="async" src="https://www.newsbeep.com/us-tx/wp-content/uploads/2025/12/story1-01-600.becb04e1.jpg" alt="A child walked toward the open gates at the Hidden Ridge Apartments in Dallas’ Lake Highlands area on Oct. 31, 2025. Drafts of the agreement, according to emails The News obtained, were being passed back and forth between top officials at the city and DHA. Asked what changes DHA requested, Starling, the city spokesperson, told The News in an email the city couldn’t answer because the officials in question didn’t work for the city anymore.

Chen, the DHA spokesperson, declined to specify what changes the housing authority suggested.

Amid those discussions, the city was updating its longstanding procedures for addressing high crime at private properties. The City Council approved them as a new city ordinance on Dec. 13, 2017.

Two days later, Broadnax presented the agreement between the city and DHA in a memo to council members.

“I am pleased to inform you that we have established a proactive and collaborative inspection process,” Broadnax wrote, “to ensure the highest standard of living for tenants.”

He and DHA CEO Broussard signed the agreement in January 2018. Property owners had a right to appeal or show they were taking reasonable measures to prevent crime, but if they couldn’t, they were subject to fines and had to post a placard noting police had declared the site a “habitual criminal property.” Properties that receive that designation get security recommendations from police and ongoing monitoring of crime levels.

DHA would be afforded a number of interventions before it would be subject to such punitive action.

The decision meant the city would treat DHA properties — such as Hidden Ridge and Roseland — differently than high-crime private apartment complexes.

Specifics of the agreement

The DHA agreement spelled out monthly meetings with housing authority, police and city officials, and required record-keeping to document progress. Crime-reduction plans and goals for specific DHA properties would be provided to the city and DHA’s board of commissioners.

The Police Department would be heavily involved.

DPD would provide weekly, monthly and annual crime data for all DHA properties, and compare it to citywide crime rates, in advance of each monthly meeting.

Four times a year, DHA would provide written status reports to its board and the city manager, who would check progress and provide help where needed. Every year, DHA and the city would provide a joint briefing to the DHA board and the City Council.

Based on crime trends, the city and DHA could identify certain properties to place in a special “cooperative abatement program” aimed at reducing crime.
