{"id":82774,"date":"2025-12-10T05:39:14","date_gmt":"2025-12-10T05:39:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/82774\/"},"modified":"2025-12-10T05:39:14","modified_gmt":"2025-12-10T05:39:14","slug":"what-homeowners-should-know-as-poor-farm-ditch-construction-could-start-by-late-spring","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/82774\/","title":{"rendered":"What homeowners should know as Poor Farm Ditch construction could start by late spring"},"content":{"rendered":"<p>\t\t\t\t\t\t\tWest University Place officials will notify at least 31 property owners who stand to be affected by the planned widening of Poor Farm Ditch, which Harris County Flood Control District officials are expediting to meet a mid-December contractor bid deadline.<\/p>\n<p>Explained<\/p>\n<p>Public Works Director Michael Leech and flood district officials gave the formal update to City Council during the <a href=\"https:\/\/www.westutx.gov\/AgendaCenter\/ViewFile\/Agenda\/_12082025-1267\" rel=\"nofollow noopener\" target=\"_blank\">West University Place City Council meeting<\/a>, Dec. 8.<\/p>\n<p>Construction is expected to start in late spring or early summer, Leech said, with a projected duration of 28-29 months.<\/p>\n<p>The context<\/p>\n<p>An estimated $36 million in project improvements will take place south of Bellaire Boulevard and going north to University Boulevard, according to the HCFCD officials.<\/p>\n<p>Funding for the project is a combined effort between local, state and federal dollars, according to city officials, which includes funding from neighboring Southside Place.<\/p>\n<p>\u201cTaxpayers aren\u2019t going to pay anything further on it,\u201d Mayor Pro-Tem John Barnes said. \u201cIt\u2019s already budgeted for and paid for. The money is already allocated and set to go.\u201d<\/p>\n<p>Prior to the mid-December deadline, flood district officials identified encroachment issues along the eastern side of the ditch that must be addressed for next steps in the process, including the removal of such property structures. Leech said he plans on having one-on-one meetings, as well as hand-delivering cover letters to make personal contact with impacted property owners.<\/p>\n<p>\u201cHopefully I can make appointments with these folks and just sit down and say, \u2018Okay, here is your yard. Here\u2019s an exhibit of it. Here is showing where your fence is now, here\u2019s where the right-of-ways are, here\u2019s what going to be cleared and here\u2019s maybe where we can put your fence back,\u201d Leech said.<\/p>\n<p>What they\u2019re saying<\/p>\n<p>Council member John Bertini discussed how a third of West U homes in the floodplain are drained by Poor Farm Ditch and that as decisions are being made, maintaining a high-performing flood project should be priority.<\/p>\n<p>\u201cI have a hard time explaining to those thousands of homeowners, because we\u2019re saving one or two trees, we are doing something less than ideal for the major drain artery,\u201d Bertini said. \u201cSo, you know, trees are wonderful, but we can do without one or two to preserve the best possible ditch.\u201d<\/p>\n<p>The project<\/p>\n<p>HCFCD officials are addressing a <a href=\"https:\/\/communityimpact.com\/houston\/bellaire-meyerland-west-university\/government\/2024\/08\/28\/maintenance-work-to-begin-along-west-us-poor-farm-ditch\/\" rel=\"nofollow noopener\" target=\"_blank\">longstanding failing concrete lining<\/a> along Poor Farm Ditch and aim to reconstruct the channel with a <a href=\"https:\/\/communityimpact.com\/houston\/bellaire-meyerland-west-university\/government\/2024\/12\/12\/see-3-channel-design-options-for-the-upper-poor-farm-ditch-project\/\" rel=\"nofollow noopener\" target=\"_blank\">concrete-lined trapezoidal cross section<\/a>, according to agenda documents.<\/p>\n<p>Design work on the human-made, <a href=\"https:\/\/communityimpact.com\/houston\/bellaire-meyerland-west-university\/government\/2024\/12\/12\/see-3-channel-design-options-for-the-upper-poor-farm-ditch-project\/\" rel=\"nofollow noopener\" target=\"_blank\">concrete-lined Poor Farm Ditch<\/a> has been underway since 2015, though studies into the stormwater conveyance channel date back to the 1990s, HCFCD officials said.<\/p>\n<p>The waterway runs from just south of Greenway Plaza to the Brays Bayou through the cities of Houston, West University Place and Southside Place.<\/p>\n<p>Poor Farm Ditch is one of the multiple <a href=\"https:\/\/communityimpact.com\/houston\/cypress\/government\/2025\/11\/03\/see-the-planned-410m-flood-control-projects-going-up-for-construction-bids-in-2026\/\" rel=\"nofollow noopener\" target=\"_blank\">flood project packages totaling at least $410 million<\/a> in the county that are going to be bid in the next 12 months, according to Harris County Flood Control District\u2019s construction bid calendar. During an Oct. 30 Harris County Commissioners Court meeting, Precinct 3 Commissioner Tom Ramsey said the flood district is also working with <a href=\"http:\/\/communityimpact.com\/houston\/bellaire-meyerland-west-university\/government\/2023\/11\/06\/harris-county-commissioners-approve-863m-for-flood-mitigation-infrastructure\/\" rel=\"nofollow noopener\" target=\"_blank\">federal and state partners for funding<\/a>.<\/p>\n<p>What to expect<\/p>\n<p>Here\u2019s what to expect about fencing, yard drains and trees, according to city officials:<\/p>\n<p>Temporary construction fence along the project\u2019s right-of-way that defines the construction zonePrivate fences will need to be removed by the county, then placed back once ableTrees and shrubs within the project\u2019s right-of-way that conflict with the project will have to be removed by the county contractorIn most locations after construction, HCFCD will install a six-foot permanent chain-link fence along the channel limits to secure access. Some locations will also have a maintenance walkway inside the fence where maintenance on the project can take place.<\/p>\n<p>HCFCD said at the Dec. 8 meeting that the county\u2019s vegetation management team and urban foresters have already walked the site and are preparing a report on which trees to remove, while also addressing the future of a few trees that could be protected with root pruning or root barriers to minimize shock and structural impact.<\/p>\n<p>What residents should know<\/p>\n<p>A broader public meeting on the construction project is being planned, city official said, in January or February.
