So she used it at what she thought would be a safer unit at Roseland — a unit not far from the main office.

But no place at Roseland was entirely safe.

Police, the city and Dallas Housing Authority each had tried various ways to reduce crime at the complex. Some attempts had been rejected; others were ineffective.

Now, there was a new strategy.

In October 2022, the city assigned Roseland to a separate office within the city called the Office of Integrated Public Safety Solutions. The since-disbanded office, according to a city website, worked to prevent crime by “providing non-law enforcement solutions that improve the quality of life in the community and reduce the demand for police service.”

What exactly the team did at Roseland was among the questions The Dallas Morning News posed to the city. The city did not explain.

The day after the city assigned Roseland to OIPSS, Dallas police Detective Nicholas Stolarzyk sent an email, telling city attorneys and other police about the two gun incidents the day before, including the one in which a 16-year-old shot a 15-year-old.

“So Roseland has two more aggravated assault deadly weapon offenses,” he wrote, adding department leadership no longer supported the habitual criminal property process at Roseland and “want to wait and see what happens.”

They didn’t have to wait long.

In January 2023, police working an accident near Roseland just before 4 a.m. on a Tuesday heard more than 20 shots fired. A dispatcher told them the shots came from Roseland; when officers responded, they saw two young men running away.

In March that year, officers responded to Roseland twice in two days.

On March 2, just after 6 p.m., officers called to Roseland found a boy lying on the ground. Relatives were helping him after he’d been shot in his right ankle.

The next day, a few minutes before 9 p.m., a 20-year-old man told police a man pointed a gun at him, demanded he empty his pockets, then shot him in the chest and leg.

In April, a man allegedly hired five women to beat a Roseland resident whom he had argued with while in traffic nearby. The resident told police the women struck her and threatened her with a handgun and an assault rifle before fleeing.

The next day, at the previously scheduled board meeting, DHA CEO Troy Broussard presented a memo saying DHA had been working with Dallas police and other city departments to address security at Roseland.

“To minimize the occurrence of non-residents entering the Roseland community to engage in criminal mischief,” the memo reads, “DHA’s security improvement plans require installation of vehicular control and pedestrian routing controls at Roseland.”

A firm had been selected to install gates, and drivers would need a card or have a toll tag to enter. The board approved $970,175 for the job.

The gates were never installed. Broussard told The News in an interview he had put them on pause because Roseland would soon be renovated.

Then came the Fourth of July, a day known for trouble at Roseland.

Police were called to a shooting just before 10 p.m. When they arrived, people were launching fireworks, making “the scene unsafe,” an officer wrote in a report.

Unable to investigate on site, police went to a nearby Starbucks and phoned the woman who had reported the shooting. A bullet had blasted through her living room window where her 6-year-old son was picking up a backpack. No one was injured.

Most times police showed up at Roseland to respond to 911 calls. Sometimes they came to build trust.

In spring of 2023, officers participated in an Easter egg hunt and a “Stop the Violence” event; they talked to children about mental health. In late June, they handed out popsicles to kids at a summer program, and in mid-July, then-police Chief Eddie García visited for a “Walk and Talk.”

The crime kept coming.

On a Wednesday afternoon in late December, a man living at Roseland had arranged for someone to come by to sell him an Xbox. The man stole the game console and shot the owner.

In March 2024, officers on a routine patrol near Roseland heard automatic gunfire in the middle of the night. They encountered a security guard for Roseland who told them a vehicle with three men in it had driven toward him and shot at him before fleeing.

In the middle of the night in April, police responded to a report of gunfire. A woman and her daughter were asleep upstairs when bullets pierced their bedroom window. Officers found shell casings in the playground area outside.

On a Monday in June, a dice game in an alley turned dangerous when a man pointed a gun at others.

“Just grab your shoes”

And then July arrived, the month when Shanise could no longer justify staying, the month when a bullet hit her own home — the home she had moved into near the office with the hope it would be safer for her and her kids.

<img decoding="async" src="https://www.newsbeep.com/us-tx/wp-content/uploads/2025/12/story3-01-600.303fd353.png" alt="Photos provided by Shanise Gilbertoe show bullet holes left by gunfire that ripped into their home from outdoors at the Roseland public housing complex in Old East Dallas in July 2024. She had seen two young men firing a “machine gun” and a pistol near the Starbucks on Hall Street, which borders Roseland on the west. The men ran into the apartment complex, she told the pastor.

“She was picking up her child from our summer camp,” Carlos Williams told the 911 operator. “As soon as they turned the corner to come out of the church, you’re right there at it, and she said they were firing.”

A man driving south on Hall Street was caught in the crossfire. Two bullets hit his pickup. A witness who worked at Hall Street Flats apartments, across the street from Roseland’s southeast corner, said she saw two groups of four men each shooting at each other. An SUV parked at the nearby corner convenience store was hit, too.

That night, Charles “Chuck” Dennis III was shot and killed outside of Roseland, a tenth of a mile from the convenience store. The 23-year-old lived at Hall Street Flats and was coming back from buying an evening snack. Records show police found 77 shell casings. Three cars and an apartment were also struck by gunfire at Roseland that night, along with an apartment at the DHA property next door, Renaissance Oaks, where a bullet pierced the window of a bedroom where two women were sleeping.

There had been seven shootings at Roseland in 12 days.

“Deep rooted” criminal network

The day after Dennis was killed, staff who worked at Roseland were instructed to use the buddy system and were excused from duties if they felt unsafe. A police major asked DHA for the same information a city attorney had requested two years prior — Roseland’s towing policy, security contract, and other items to help police evaluate and recommend crime prevention measures — but had never received.

As police waited for DHA to hand over the materials, they were investigating what they suspected was a drug house in Roseland described in an affidavit as part of a “deep rooted” criminal network involved in “heavy narcotics trafficking.”

With the assistance of SWAT officers, police executed a warrant on the afternoon of July 30. Their search turned up $14,134 in cash, digital scales, baggies, ammunition, two handguns, a BB gun, an AR-15, marijuana, crack cocaine, methamphetamine, and K2.

Two men were arrested. One told police he dealt drugs out of the apartment and it had been a drug house for at least six months.

On Aug. 5, Raul Torres, 38, was fatally shot outside an apartment just before noon. His death marked at least the seventh homicide at Roseland since the city and DHA signed their special agreement in 2018.

A week later, on Aug. 12, 2024, DHA gave Dallas police the material the city had asked for nearly two years earlier.

New security team goes to work

DHA set out to fast-track a new security firm. TNT Security Solutions won the contract and was paid $865,432 for its services.

When first contacted by DHA, Travis Lacox, the co-owner of TNT, said the agency representative didn’t mention Roseland by name, but described a DHA property with a large crime issue, including gang violence, drug activity, domestic and civil disturbances and homicides.

“They said they did not want to scare us off,” Lacox told The News in an email. Based on news reports and crime statistics, Lacox said, they figured out it was Roseland.

The firm supplied both off-duty police and armed security officers. During the day, there were two off-duty police and two security guards. At night, six off-duty police and two security guards worked the property.

When asked about the state of security at Roseland when his firm arrived, Lacox told The News “there was no infrastructure to speak of.”

TNT fixed broken security cameras and repositioned others. The firm set up a camera-monitoring station in the main Roseland office so a security officer could watch the property as a whole. Lacox said his firm worked with DHA to fix broken lighting and mend a fence.

TNT also established a security hotline for residents that went straight to a security officer.

“The approach was to empower the community and residents,” Lacox said, “so they could get their community back.”

The firm worked with Dallas police, Lacox told The News, sharing information with narcotics and gang investigators.

In October, as part of the criminal network investigation begun a few months before, police obtained another search warrant for an apartment at Roseland. Inside, they found marijuana, guns, baggies and a digital scale. Police arrested three men; two were charged.

While TNT was making progress at Roseland, DHA and the city seemed to be further abandoning their special agreement.

The monthly meetings spelled out in that agreement were no longer happening.

“Future meetings,” DHA spokesperson Jacqueline Chen told The News in September 2024, “are pending the assignment of the new Assistant City Manager or another designated city official.”

It’s unclear when the group had last met; when The News asked, neither the city nor DHA provided a date.

In December, DHA extended TNT’s security contract at Roseland. New Year’s Eve was calm, Lacox said, and by January, the property no longer required off-duty police, just security officers.

With TNT on the property, reports of violence at Roseland had finally begun to slow. During the firm’s time at Roseland, from September 2024 to June, there was just one report of gunfire listed on the city’s public website.

Another unexpected factor almost certainly contributed to the decline in crime: People were moving out of Roseland.

In November 2024, DHA notified HUD it would be doing renovations at Roseland. An engineering report, DHA said, documented foundation problems and a need for modernization of the almost 30-year-old complex.

To accommodate the renovation, Broussard told The News, DHA offered vouchers that residents could use to help pay rent elsewhere.

Most chose the ticket out of Roseland. Others chose to stay.

Lacox said some who remained told TNT it was because they felt safe again.

“When we arrived, you saw no kids playing in the entire complex,” Lacox told The News. “By the end, we had the kids back outside.”

DHA agrees TNT made a difference, so much so the housing authority wanted the firm to handle security not only at Roseland, but at all DHA properties.

Negotiations with TNT fell through in June when the parties couldn’t come to terms, and the firm left.

Crime has remained low: The News found just one report of gunfire at Roseland on the city’s public website since TNT left.

Some of that may be the carryover from TNT’s efforts. Roseland is also largely empty now: There are fewer people to commit crimes, and fewer people who could become victims.

The question is how DHA, the city, and the Police Department will keep the complex safe, especially once renovations are complete, and Roseland is again filled with families.

A cat strolled past vacant units bearing security doors and window coverings at Roseland Townhomes on Oct. 21, 2025.

Smiley N. They told The News contracts to implement them are in negotiations.

“Safety and crime suppression measures are an on-going effort across the community,” Chen, the DHA spokesperson, said in a statement. “We are always seeking ways to enhance safety and security and that will not change.”

Roseland’s lasting trauma

Some damage can’t be undone. Families have lost loved ones. Children carry scars from bullets. All live with the effects of having endured unrelenting gunfire.

Music has long been Shanise Gilbertoe’s refuge.
