{"id":9121,"date":"2025-10-17T22:46:09","date_gmt":"2025-10-17T22:46:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/9121\/"},"modified":"2025-10-17T22:46:09","modified_gmt":"2025-10-17T22:46:09","slug":"drl-refineries-details-plans-for-taft-refinery-addresses-email-controversy","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/9121\/","title":{"rendered":"DRL Refineries details plans for Taft refinery, addresses email controversy"},"content":{"rendered":"<p>TAFT, Texas \u2014 Residents in Taft gathered Friday to hear from DRL Refineries about the company\u2019s proposal to build a new refinery just south of the city, a project valued at more than $1 billion.<\/p>\n<p>The company is looking to build an oil refinery south of Taft on FM 631.<\/p>\n<p>David Luetchford, Refinery Director with DRL, told attendees the refinery would produce gasoline, diesel and marine fuel oil, with products shipped by pipeline to existing docks along the Corpus Christi Ship Channel.<\/p>\n<p>DRL Refineries details plans for Taft refinery, addresses city email controversy<\/p>\n<p>\u201cIt\u2019s all subject to the community being interested or cooperative,\u201d Luetchford said during Friday&#8217;s meeting.<\/p>\n<p>Luetchford  said the company will assist in building utilities such as sewage and fiber cables to meet the demand of the potential facility.<\/p>\n<p>Regarding sewage, Luetchford said, \u201cWe\u2019re going to pay for helping to upgrade that system to make it more reliable for you in general,\u201d estimating the cost at about \u201cthree quarters of a million.\u201d<\/p>\n<p>Water use was a key topic, and Luetchford said DRL plans to drill wells on-site for industrial use.<\/p>\n<p>\u201cWe will need a net amount of fresh water. Well, there isn\u2019t any available,\u201d he said. \u201cWe\u2019re not stealing your water here. This water is not friendly. Its water is brackish and sour.\u201d<\/p>\n<p>WATCH OUR REPORTING ON THE STATE OF WATER IN THE COASTAL BEND:<\/p>\n<p>This South Texas Town Is Running Out Of Water And The Whole Country Could Feel It<\/p>\n<p>When asked if DRL knew how many gallons per day the refinery would require, Luetchford said he could not remember the number but that it was a \u201csmall\u201d amount.<\/p>\n<p>Luetchford said the company expects to contribute \u201capproximately $11-12 million per year in taxes,\u201d with a proposed $7 million going to Taft Independent School District.<\/p>\n<p>In addition, DRL is offering $3 million more toward &#8220;local Taft projects&#8221; in what Luetchford described as a \u201cgift.\u201d<\/p>\n<p>\u201cIt\u2019s not a bribe. It\u2019s not slush money. It\u2019s a gift,\u201d he said. \u201cNow it\u2019s on the basis that you all spend it wisely and actually improve the fabric of this city.\u201d<\/p>\n<p>\u201cThe lenders are only interested in doing this if you, the community, believe that it will improve you,\u201d he said. \u201cIf you don\u2019t support this development from your community point of view, then we\u2019re not going to do it.\u201d<\/p>\n<p>Taft refinery deal spikes controversy: Unusual stipulations raise transparency concerns<\/p>\n<p>Previously, KRIS 6 reported that DRL offered the <a class=\"Link\" href=\"https:\/\/www.kristv.com\/news\/6-investigates\/taft-refinery-deal-spikes-controversy-unusual-stipulations-raise-transparency-concerns\" target=\"_blank\" rel=\"nofollow noopener\">City of Taft $3 million in \u201cdiscretionary spending each calendar year, toward specific social projects.&#8221;<\/a><br \/>The proposal was accompanied by conditions requiring confidentiality, a performance evaluation of the city manager, and public endorsements by the mayor, city council and police chief.<\/p>\n<p>When asked about those stipulations and an email that detailed the requirements, Luetchford said the requests were tied to DRL\u2019s need for confidence in city leadership and management stability.<\/p>\n<p>\u201cOur lenders are only interested in lending money to us to do this refinery if we were confident we could actually improve the community,\u201d he said. \u201cI had to see evidence that the community was properly managed.\u201d<\/p>\n<p>He said one of the conditions in that email involved ensuring support for the city manager by the council and police chief.<\/p>\n<p>            <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2025\/10\/1760741169_635_\" alt=\"TAFT FINANCE - 1 (3).png\"  width=\"1280\" height=\"855\"\/><\/p>\n<p>Adam Beam<\/p>\n<p>        Taft Chief of Police John Landreth looks at the squad cars the city purchased, and must now return following recent financial developments.<\/p>\n<p>\u201cBecause he is a key member, that position is a key member of the city management,\u201d Luetchford said.<\/p>\n<p> \u201cI require the council, a majority, to agree to whoever is the city manager. I want them to be supportive of the city manager.\u201d<\/p>\n<p>Luetchford also addressed the termination of former Taft Police Chief John Landreth, who was <a class=\"Link\" href=\"https:\/\/www.kristv.com\/news\/local-news\/in-your-neighborhood\/san-patricio-county\/taft\/city-of-taft-fires-police-chief-john-landreth\" target=\"_blank\" rel=\"nofollow noopener\">removed from his position after alleged threats toward city staff.<\/a><\/p>\n<p>\u201cI didn\u2019t have to support it, it was not my decision,\u201d he said. \u201cI was not disagreeable. I think the chief of police has clearly been disruptive to this city. And they\u2019ve made a decision now, and I think it was a good decision, yes.\u201d<\/p>\n<p>He added that DRL\u2019s goal was not to influence personnel decisions but to ensure consistent management.<\/p>\n<p>\u201cCity management needs to act as a management team,\u201d he said. \u201cIt was quite obvious that it was unclear who was the city manager.
