The bill significantly tightened teacher certification requirements statewide.\u00a0<\/p>\n<p>Beginning with the 2026\u201327 school year, the bill requires any \u201cteacher of record\u201d for a foundation curriculum course to hold an appropriate certificate or permit issued by the State Board for Educator Certification. A teacher of record is defined as the person responsible for delivering most instruction and assigning grades.
