{"id":94834,"date":"2025-12-20T01:16:17","date_gmt":"2025-12-20T01:16:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/94834\/"},"modified":"2025-12-20T01:16:17","modified_gmt":"2025-12-20T01:16:17","slug":"el-paso-city-council-to-discuss-on-new-vicious-aggressive-dog-ordinances","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/94834\/","title":{"rendered":"El Paso City Council to discuss on new \u2018vicious,\u2019 \u2018aggressive\u2019 dog ordinances"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">EL PASO, Texas (<a href=\"http:\/\/www.ktsm.com\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:KTSM;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">KTSM<\/a>) \u2014 El Paso City Council will discuss new regulations on aggressive dogs to provide a safe and healthy environment for people and other pets.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The meeting is set to happen at 9 a.m. on Monday, Jan 6, followed by a public hearing on Tuesday, Jan. 20.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Texas Health and Safety Code only focuses on animal attacks towards humans, leaving a gap for animal-on-animal attacks and repeated aggressive behavior, according to the City Council agenda.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">You can read the full agenda here.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a href=\"https:\/\/www.ktsm.com\/wp-content\/uploads\/sites\/38\/2025\/12\/Aggressive-and-Vicious-Dog-Ordinance-RV.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Aggressive and Vicious Dog Ordinance RV;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Aggressive and Vicious Dog Ordinance RV<\/a><a class=\"link \" href=\"https:\/\/www.ktsm.com\/wp-content\/uploads\/sites\/38\/2025\/12\/Aggressive-and-Vicious-Dog-Ordinance-RV.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Download;elm:context_link;itc:0;sec:content-canvas\">Download<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">According to the City, part of the proposed changes are adding two new code categories, \u201cvicious dogs\u201d and \u201caggressive dogs\u201d for calls towards the El Paso Animal Services.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If the ordinance is passed, Animal Services must conduct an investigation within 30 days of the incident.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Once the investigation has been completed and the dog is deemed \u201cvicious\u201d or \u201caggressive,\u201d the owner of the animal must comply with the following regulations:<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ensure the dog is confined within a secure area on the owner\u2019s property.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Control the dog on a secure leash, or by some other equivalent means of direct physical restraint, when off the owner\u2019s property.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Post visible \u201cWarning: Vicious\/Aggressive Dog\u201d sign on owner\u2019s property.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Complete the responsible pet owner course approved for Texas courts.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For \u201cvicious dog\u201d cases, there are more regulations to follow:<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Provide proof of current vaccination, registration and microchip<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Register dog with Animal Services and pay $50 fee<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ensure dog is wearing issued vicious dog tag anytime while off the owner\u2019s property<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Notify Animal Services of any changes of address or transfer of ownership<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Apprise the new owner of the dog\u2019s designation before delivering said animal.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Additionally, the ordinances also allow impoundment or seizure of non-compliant animals.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The owner may file an appeal to the Municipal Court within 15 days. The decision made by the courts after the appeal is final.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For \u201cvicious dogs,\u201d after three years of compliance, the owner may petition to remove the \u201cvicious dog\u201d designation, with proof of the dog being spayed\/neutered.
