The Governor’s Office of Crime Prevention and Policy is offering local detention centers robust technical assistance to strengthen their substance use and mental health programs. Stipends of up to $35K are available for regular participation.

With the severe increase of substance use disorder and mental health challenges amongst incarcerated populations, honing the skills to care for these vulnerable populations is vital to successful reentry. Local government staff are at the forefront of this problem in local detention centers, where staff are encountering more individuals with increasingly complicated health care needs.

Resources provided by state agencies like the Governor’s Office of Crime Prevention and Policy (GOCPP) can help ensure local staff and supervisors are as well prepared as possible when working with vulnerable detainees. One such opportunity is presently available exclusively to local detention centers in Maryland, currently, August 2025 through June of 2026. GOCPP has established an initiative seeking to support local detention centers in enhancing behavioral health and related re-entry services for justice-involved individuals. Participants will receive tailored 1:1 coaching, participate in regular virtual learning sessions, and attend an in-person learning collaborative focused on best practices and problem-solving.

training and technical assistance to support evidence-based practices

Financial stipends of up to $35,000 are available to support program engagement. To be eligible for stipends a brief registration form is required, and jurisdictions are expected to regularly participate in program activities.

Funding for this program is provided by the GOCPP. Technical assistance is provided by HealthCare Access Maryland (HCAM) and Health Management Associates (HMA). The sign-up form to participate simply requires an employee name, email address, role, and location.
