The big question hanging over everything right now is whether Congress will extend the Affordable Care Act’s enhanced premium tax credits before they expire at the end of the year. If it doesn’t, Trump’s HHS has another option for some of the millions of people affected. But it’s bad news for the ACA marketplace.
