Subject: Changes to union status and activity at NASA
This HR Message is being delivered to you via HRMES On Behalf Of: Office of the Chief Human Capital Officer (OCHCO)
Hello NASA employee,
In compliance with Executive Order 14343 (EO 14343) titled, “Further Exclusions From The Federal Labor-Management Relations Program”, which excludes NASA from the Federal Service Labor Management Statute, NASA no longer recognizes labor unions (and their associated collective bargaining agreements) as exclusive representatives of NASA employees and is ceasing and withdrawing from any current negotiations with labor unions.
On Sept. 11, NASA formally notified the International Federation of Professional & Technical Engineers (IFPTE) and the American Federation of Government Employees (AFGE) of NASA’s intention to fully implement EO 14343.
These changes impact you as a former bargaining unit employee:
NASA will no longer collect union dues on behalf of any labor union. If you have union dues automatically deducted, effective this pay period, they will not be deducted from your pay check. Please review your leave and earnings statement to ensure you are aware of the changes to your deductions.
Bargaining unit status codes on your SF-50 will be changed to 8888 (ineligible for inclusion in a bargaining unit).
If you are a former union representative at NASA, you are no longer authorized to use taxpayer funded union time (TFUT), otherwise known as official time, nor are you permitted to participate on behalf of employees in Weingarten or formal discussion meetings held with employees.
Please reach out to your local EO 14343 implementation contact with questions.
Thank you,
Larry Zoloty
Agency Labor Relations Officer
