Devian William Rush, 28 of Rome, was arrested this week after reports said he yelled abusive language at a 34 year-old man before hitting him on the left side of his neck.
Reports added that Rush then proceeded to break a mirror belonging to ResCare Community Living.  The mirror was valued at $35.
Rush is charged with simple battery and criminal trespass.
